Public Transport. (28 Jun 2007)

Enda Kenny: Question 8: To ask the Minister for Transport and the Marine when the national transport regulator will be established; and the duties and functions of this agency [18121/07]

Order of Business (28 Jun 2007)

Enda Kenny: I note that neither of the two Cabinet Ministers from the Green Party is in the House, nor is the Progressive Democrats Minister, which is a continuation of the contempt they show for this House when it meets in formal session in the mornings. In respect of proposed legislation, will the Tánaiste tell me the position regarding the Ethics Bill, which was promised last October to keep the...

Order of Business (28 Jun 2007)

Enda Kenny: Will that be put before the Seanad?

Order of Business (28 Jun 2007)

Enda Kenny: Does he think it will be taken this week in the Seanad?

Written Answers — Health Service Staff: Health Service Staff (27 Jun 2007)

Enda Kenny: Question 187: To ask the Minister for Health and Children the number of home helps employed in each county for each for the years 1997 to date in 2007; the number of vacancies in each county; and if she will make a statement on the matter. [17706/07]

Co-location of Hospitals: Motion (Resumed). (27 Jun 2007)

Enda Kenny: Standing Orders should be amended. I say "well done" to Deputy James Bannon.

Order of Business (27 Jun 2007)

Enda Kenny: It is not agreed. Only 45 minutes are allowed for this important legislation. Yesterday I made the point that the Government should not introduce guillotine motions in dealing with important matters or a Bill. This is an issue on which a number of Members wish to speak and it is one of significant economic importance to many parts of the country. I object to the proposal on that basis.

Order of Business (27 Jun 2007)

Enda Kenny: We made the point that there should be no guillotining of business. This is the first week of the new Dáil and this is the fourth guillotine motion. I realise this is a procedural matter. However, I make the point strongly that the Government Whip should not bring forward guillotine motions and object on that basis.

Order of Business (27 Jun 2007)

Enda Kenny: No.

Order of Business (27 Jun 2007)

Enda Kenny: Sixty one to fifty nine. That is a bit of a shock. One never knows.

Order of Business (27 Jun 2007)

Enda Kenny: Does the Government intend to bring forward a revised programme for Dáil reform? A number of matters need to be attended to in order to make this House more relevant. These include making the proceedings of the Dáil, Seanad and Oireachtas committees available to the public, which is now technically feasible at no cost. During the course of the last Dáil, the Chief Whip brought forward...

Order of Business (27 Jun 2007)

Enda Kenny: Yes.

Order of Business (27 Jun 2007)

Enda Kenny: In that spirit, I ask the Taoiseach to convey his priorities to the party leaders — me, Deputy Ó Caoláin and Deputy Rabbitte — and Deputy Gregory so that we can consider them.

Order of Business (27 Jun 2007)

Enda Kenny: I note that, in fairness to Fianna Fáil Members of the House, three Ministers are here in addition to the Taoiseach. However, there are no Green Party Deputies here, including the two Green Party members of the Cabinet, and there are no Progressive Democrats Deputies in the House.

Order of Business (27 Jun 2007)

Enda Kenny: This is the Order of Business and members of the Government should be available to answer Deputies' questions on legislation. If they are watching they might recall their words from behind me in the last Dáil when they castigated people for not being present. They should be here, it is their duty to be here and I hope, in future, they will be here.

European Council: Statements. (27 Jun 2007)

Enda Kenny: It is a relevant point of information. I wish to share time with Deputy Bernard Allen.

European Council: Statements. (27 Jun 2007)

Enda Kenny: Three years ago, when Europe reached a historic agreement on the constitutional treaty, I recall Valéry Giscard d'Estaing saying to the negotiators: "This is what you need to do if you want people to build statues of you on horseback in the villages you all come from." Despite all the hope and confidence that might have been achieved, in the end the agreement and the statues in the villages...

European Council. (27 Jun 2007)

Enda Kenny: To return to the Nice treaty, the Minister for Community, Rural and Gaeltacht Affairs, Éamon Ó Cuív, admitted he voted against the first Nice treaty. I understand the Green Party Ministers must put the terms of the proposed referendum to the party's membership and it will probably require another convention in the Mansion House to decide whether they, as members of the Government, give...

European Council. (27 Jun 2007)

Enda Kenny: There will need to be a convention. The Minister for Arts, Sport and Tourism, Deputy Brennan, should be put on stand-by just in case.

European Council. (27 Jun 2007)

Enda Kenny: Has the Taoiseach made up his mind on when the referendum will be held? Will it be held before next summer or after next summer? Will the Forum on Europe be properly resourced? There needs to be a real intent to have a political dialogue about this because it is fundamental to the future of Ireland and Europe. The reason given for the non-inclusion of the charter in the treaty is that it...
