Peter Burke: It is not permissible to undertake building on foot of a MAC. The Deputy is suggesting that a whole heap of infrastructure can be put up. It cannot. It must be licensed through the licensing regime as I outlined. It is not a part of a MAC process. A MAC grants a right to occupy the area, and then it is possible to subsequently move on to planning.
