Questions on Promised Legislation (7 Feb 2018)

Martin Kenny: There are people in the Gallery today from the Irish MPS Society who suffer from the condition Morquio. They were here some months ago when we raised the issue of a drug called Vimizim with the Taoiseach and the Minister for Health, who unfortunately is in a committee today. Only three children in the country use this drug. The matter was before a special health committee about three weeks...

Martin Kenny: It is the national drugs committee.

Written Answers — Department of Agriculture, Food and the Marine: Afforestation Programme (7 Feb 2018)

Martin Kenny: 236. To ask the Minister for Agriculture, Food and the Marine the future economic benefit to farmers, landowners and the local community in County Leitrim after the forestry premiums on the 28,000 hectares of forest plantations in the county stop and the land is clear felled and replanted; if the next generation of forest owners will have to wait 30 years for a return on their investment; and...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)

Martin Kenny: I thank the witnesses for coming in and for their presentation. I have read through the review of the aquaculture licence process and it seems to be a very good document. To someone who is not an expert in the field, the recommendations in it are common sense. They set out a pathway forward to try to resolve this issue. I was shocked To learn the length of time it takes for a person to...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)

Martin Kenny: I understand the backlog must be dealt with.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)

Martin Kenny: While I understand that there is a backlog to deal with, there seems to be resistance - and I would be delighted to be corrected - to the implementation of this report. There seems to be an attitude that the Department will deal with and implement the report when it has completed the other work of issuing the 300 licences that it wants to issue. I would like reassurance that that is not the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)

Martin Kenny: I would like to get clarification on two points, if that is possible. Of the 600 licence applications that are in backlog, did Dr. Beamish say that 40% of them are new? Are the remaining 60% of them renewals? Is that the approximate position?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)

Martin Kenny: It has been ten to 11 years since the judgment and these people's position has been frozen. Were they entitled to, or have they received, grant aid through the programme? They could continue to operate under the terms of the old licence as they did not have a new licence, but were they entitled to get grant aid and to apply for it through the normal mechanisms throughout that time?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)

Martin Kenny: Those people would probably have had applications pending. I take it that once they get their new licences, their applications will be processed. Would that be the case for some of them at least-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)

Martin Kenny: -----or were they denied even the opportunity to apply?

Island Fisheries (Heritage Licence) Bill 2017: Second Stage [Private Members] (1 Feb 2018)

Martin Kenny: First, I welcome the representatives of the fishing communities on the various islands who are in the Visitors Gallery to listen to the debate. I failed to do so at the start. It has been a lengthy debate during which many views have been contributed, but the consensus seems to be that Members are supportive of the Bill. In fairness, even the Ministers of State have said they are in favour...

Island Fisheries (Heritage Licence) Bill 2017: Second Stage [Private Members] (1 Feb 2018)

Martin Kenny: Again, this an issue which can be dealt with on Committee Stage. The other issue is that all of us in this assembly have a responsibility to the people. We have responsibilities to ensure everyone has a fair chance in life. I was on Arranmore with Deputy Pearse Doherty earlier this year. It struck me that the island was so much apart and a place aside. It was apart from the rest....
