Seán Fleming: That is fine. I am trying to gain an understanding of the Department responsible because with the two new Departments it is difficult to know what is the position. This question is to the NDFA representative. Mr. Murphy has said the Department of Education and Skills is responsible, but does he sign many of these contracts? Is the NDFA the contracting authority for many projects?
