Paul McAuliffe: The Comptroller and Auditor General's report is one place where we can find out the details of the sale but does the Department not have a responsibility to ensure a more hands-on approach is taken to making sure those responsibilities were better understood? Does Mr. Blake believe the Department has done enough?

Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (22 Sep 2022)

Paul McAuliffe: I thank our guests for being with us. I echo some of the comments made by my colleague, Senator Pauline O'Reilly, particularly on the progress we have made in the past two years. In the room next door to us one of the last groups of workers who have no protection for maternity leave, namely, local authority members, are being granted it through new legislation. Pre-legislative scrutiny on...

Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (22 Sep 2022)

Paul McAuliffe: I imagine though that pay alone is not the only tool we need to improve the gender balance in some sectors. I take Dr. Bambrick's point about predominantly female professions, though I do not like using the phrase, but professions that have a predominance of people of one gender, especially women, have lower pay and there is no doubt about that. I accept her point that if pay is improved,...

Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (22 Sep 2022)

Paul McAuliffe: My second question is on childcare. It is well-flagged there are three phases to childcare. The first is pay and conditions in year 1. The second is some attempt to reduce costs and the third is to try to improve public governance of what is effectively a model that utilises private providers. Lots of people would like to see a more publicly-provided model and great early childcare...

Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (22 Sep 2022)

Paul McAuliffe: When Dr. Bambrick says that it could be delivered, it could still be provided by a not-for-profit operator, like schools are.

Joint Oireachtas Committee on Gender Equality: Recommendations of the Report of the Citizens’ Assembly on Gender Equality: Discussion (Resumed) (22 Sep 2022)

Paul McAuliffe: That is interesting. I thank Dr. Bambrick.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Local Government (Maternity Protection and Other Measures for Local Authority Elected Members) Bill 2022: Discussion (22 Sep 2022)

Paul McAuliffe: We are being collegiate this morning. We can swap around. I welcome the legislation. It is interesting that, in the room next door, the Oireachtas Joint Committee on Gender Equality is meeting to discuss the implementation of the recommendations of the Citizens' Assembly. In the context of those efforts to improve the rights of women through that process, it is remarkable that there was...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Local Government (Maternity Protection and Other Measures for Local Authority Elected Members) Bill 2022: Discussion (22 Sep 2022)

Paul McAuliffe: It is always worth encouraging the Minister of State.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Local Government (Maternity Protection and Other Measures for Local Authority Elected Members) Bill 2022: Discussion (22 Sep 2022)

Paul McAuliffe: A party could, for example, have a convention for a temporary substitute. That would be a very retrograde step. It would look like democracy but-----

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Local Government (Maternity Protection and Other Measures for Local Authority Elected Members) Bill 2022: Discussion (22 Sep 2022)

Paul McAuliffe: We should be clear that a party certificate is not required.

Road Traffic and Roads Bill 2021: Report and Final Stages (21 Sep 2022)

Paul McAuliffe: The legislation and the amendment will allow us to focus on things other than electric vehicles. Therefore, I look forward to them supporting the amendment on that basis. On that idea of infrastructure, it is crucially important we get the infrastructure in place in order that people have the confidence to make the switch. It will be a very difficult switch. The cost aside, although...

Road Traffic and Roads Bill 2021: Report and Final Stages (21 Sep 2022)

Paul McAuliffe: I have to apologise for speaking to my colleague while other speakers were speaking. I had to try to work out if Deputy Leddin had somehow inserted an amendment into the Bill that we would make electric vehicles mandatory. Of course we are not doing so. In may ways those who have spoken have outlined exactly what the challenges are. There is a shortage of electric vehicles. They are...

National Retrofit Plan: Motion [Private Members] (20 Sep 2022)

Paul McAuliffe: On a point of order, there were a number of references in the previous debate to the absence of political parties. I would like the House to note that there is no speaking time for parties during Private Members’ business. If Sinn Féin wishes to make time available for backbenchers to speak, we are very happy to do that, but it is hypocritical to suggest that no one is present...
