Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)

Cian O'Callaghan: The suggestion relating to public infrastructure and having the processes and various consents running concurrently, rather than sequentially, is an important point. It must be incredibly frustrating to have parts of the consents for a large project time out and have to go back to get fresh data because of the delays and then have to get a new consent to get fresh data or surveys. There is...

Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)

Cian O'Callaghan: Is this a result of the processes the authorities have chosen to adopt or is it down to legislative requirements? In the case of large public infrastructure processes that have gone though the consultation period and planning, the applicant may be told that certain matters, such as the granting of a wastewater discharge licence, for example, will be decided at a later stage. Certain issues...

Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)

Cian O'Callaghan: Let us say a wastewater facility gets planning permission and then applies to the EPA for a wastewater discharge licence or whatever. Is there a difficulty for the EPA in granting a licence for something that does not have full planning permission? The planning process could alter the size of the wastewater infrastructure or make alterations. If the EPA has already granted a licence based...

Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)

Cian O'Callaghan: That has to be done before Uisce Éireann can start work.

Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)

Cian O'Callaghan: In a way, the process might still be sequential, rather than being absolutely concurrent, but with strong overlaps. That might be what works. There may be a clear sequence whereby processes would start and each would complete slightly after the previous one.

Joint Oireachtas Committee on Housing, Planning and Local Government: Infrastructure Provision and Residential Developments: Discussion (13 Jun 2023)

Cian O'Callaghan: It would take a great deal of co-ordination to get it all exactly along those timelines. Even if it was somewhat concurrent, however, that could give rise to significant time savings. I thank the witnesses.

Since the Minister took office, home ownership has fallen to its lowest level in more than 50 years. Rents have reached record highs and the number of people living in homeless emergency accommodation has exceeded 12,000 for the first...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Value Sharing and Urban Development Zones Bill 2022: Discussion (Resumed) (1 Jun 2023)

Cian O'Callaghan: I thank the witnesses for attending. They have made some strong and clear contributions, which is useful. They are almost making the case for not taking this type of approach at all to land value sharing, and saying it is an indirect approach, full of risks in how it could impact on the market. They are convincing me that a much more direct approach is needed, whereby we should go to the...

Cian O'Callaghan: Vótáil.

Home Ownership: Motion [Private Members] (31 May 2023)

Cian O'Callaghan: I will begin by responding to a few things the Minister said. The Social Democrats did not support the Affordable Housing Act because there is no transparency whatsoever in it regarding the hundreds of millions of euro that is handed over to developers and how this impacts their profits. We want transparency on that and it should be in the Affordable Housing Act. We are going to propose...

Cian O'Callaghan: I move: That Dáil Éireann: notes that: - home ownership rates have been falling in Ireland since their peak in 1991; - while the 1991 Census showed owner-occupiers making up 79.3 per cent of households, this had fallen to 67.6 per cent in 2016; - this fall in rates of home ownership has been accompanied by an increase in the proportion of the population residing in the...
