Alan Dillon: The HSE publishes its winter plan in the third quarter of every year. Last year, it was published on 11 October. The spend was €170 million. In 2021, it was published in November and there was a spend of €77 million. We are talking about a winter plan being published in late October or early November. Can Mr. Mulvany give a reason why that is?
