Ceisteanna Eile - Other Questions: Student Accommodation (21 Sep 2023)

Cian O'Callaghan: I thank the Minister for that response. This has been well documented. There is evidence of student accommodation providers clearly circumventing the RPZ rules with additional costs. It is not for discretionary items they can choose to opt into or opt out of.

Ceisteanna Eile - Other Questions: Student Accommodation (21 Sep 2023)

Cian O'Callaghan: They cannot rent their accommodation without paying those additional charges that have been increasingly introduced. They are a way for large providers to get around these rules. It has been brought to the attention of Government Ministers before. This urgently needs action. I welcome that the Minister says he will look into it-----

Ceisteanna Eile - Other Questions: Student Accommodation (21 Sep 2023)

Cian O'Callaghan: -----but it urgently needs to be addressed, because this is going against the spirit of the law, if not the actual law. The Government needs to take a view on this and act on it. It must either change the legislation or, if the legislation is robust enough in this area, it must enforce it.

Ceisteanna Eile - Other Questions: Student Accommodation (21 Sep 2023)

Cian O'Callaghan: Yes.

Ceisteanna Eile - Other Questions: Student Accommodation (21 Sep 2023)

Cian O'Callaghan: Given the cost-of-living crisis we are in, and the very real financial hardship and stress that many students and their families are in, does the Minister think it is appropriate for universities and colleges to increase the cost of student accommodation for this academic year?

Written Answers — Department of Education and Skills: School Uniforms (21 Sep 2023)

Cian O'Callaghan: 176. To ask the Minister for Education and Skills if her Department plans to introduce a system whereby all girls schools have a uniform choice between skirts or trousers; whether she is aware of the barriers that students face in schools where their only option is to wear a skirt, specifically related to the encouragement of physical activity (details supplied), and in the interests of...

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Cian O'Callaghan: I would be grateful if Mr. Rowe could answer Senator Moynihan's question about licences.

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Cian O'Callaghan: I know we do not have houseboat permits, but does Mr. Rowe know what numbers we are talking about?

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Cian O'Callaghan: I now come to my own questions. Does Mr. Rowe accept there is a lack of fairness for current users, including residential boat owners and businesses, in that they are facing massive increases in fees? Part of the rationale being offered is that the fees have not been increased since the 1980s. Current users are not responsible for the fact that fees have not been increased since the 1980s....

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Cian O'Callaghan: Did Waterways Ireland commission independent research?

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Cian O'Callaghan: I totally accept the sector needs to be regulated but I would like to see that done in a way where key stakeholders are on board with changes. Clearly, we have a situation where that is not the case at the moment. On the Shannon, and the very significant resource it is where it has multiple uses ranging from leisure, biodiversity, and water resources, does Mr. Rowe believe there needs to...

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Cian O'Callaghan: I wish to allow the other guests to make contributions also. That is the tourism plan but I am asking if there needs to be a wider strategic plan encompassing all aspects of uses? I invite any of the other two groups to make a response, if they so wish, to any of these points?

Joint Oireachtas Committee on Housing, Planning and Local Government: Proposed Changes to River Shannon, Grand and Royal Canals and River Barrow Navigation By-laws: Discussion (21 Sep 2023)

Cian O'Callaghan: I thank Mr. Whelan for that response. Can the Irish Residential Boat Owners Association make a contribution now, please?

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Cian O'Callaghan: I have two questions for the Minister. This has been highly successful at preventing homelessness. There are almost 10,000 homeless people in Dublin. In the first half of this year 4,309 notices to quit were issued in Dublin. The target for the four Dublin local authorities is 725. For Dún Laoghaire-Rathdown County Council it is only 50, which is the lowest of the four Dublin local...

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Cian O'Callaghan: When will the Minister come to a decision? Focus Ireland made that proposal months ago.

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Cian O'Callaghan: What about Dún Laoghaire?

Joint Oireachtas Committee on Housing, Planning and Local Government: Cost Rental Tenant In Situ Scheme: Minister for Housing, Local Government and Heritage (21 Sep 2023)

Cian O'Callaghan: The figure for Dún Laoghaire is too low.

Local Government (Mayor of Limerick) Bill 2023: Second Stage (20 Sep 2023)

Cian O'Callaghan: I thank the Minister of State for the clarification. It is important that people are not just going through the motions or that they are in just a few times a year. That is useful. I have talked about recommendation 8, which concerns the mayor having the power to select and appoint members of staff to their office. Recommendation 9 refers to sanctions or removal of the director general...

Local Government (Mayor of Limerick) Bill 2023: Second Stage (20 Sep 2023)

Cian O'Callaghan: I welcome this Bill and that we finally have it at this Stage. I know a lot of work has gone into it and there are improvements from the general scheme. I want to acknowledge that and say that it is moving in the right direction. With that said, it needs to go a lot further. Fundamentally, one of the reasons the Social Democrats and I are most interested in directly elected mayors is...

Written Answers — Department of Education and Skills: School Staff (20 Sep 2023)

Cian O'Callaghan: 378. To ask the Minister for Education and Skills if her attention has been drawn to several schools that are unable to hire a substitute teacher in order to fill a fixed-term role temporarily, where that fixed-term role has been advertised but no hire has been found; if she will engage with schools on this issue given the staffing shortages that many are experiencing; if she will consider...
