Lynn Ruane: I second the amendment.

Seanad: Electoral Commission: Statements (27 Sep 2018)

Lynn Ruane: I thank the Minister of State for his time and his statement on proposals for an electoral commission. I welcome that this issue is gaining traction in the Oireachtas and I would like to express my strong support for the establishment of an independent, empowered electoral commission with broad responsibility and remit across our different elections. We are lucky to live in a country where...

Seanad: Order of Business (26 Sep 2018)

Lynn Ruane: I thank the Leas-Chathaoirleach. I wish to raise the case of Sean Binder. He is 24 years old and hails from Togher, County Cork. He was a classmate of mine in Trinity College. For the past year he worked for an international non-governmental organisation, NGO, called the Emergency Response Centre International on the Greek island of Lesbos. He co-ordinated search and rescue activities to...

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: I think the question was on the staff rather than the actual vehicles.

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: Go ahead.

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: That is a city girl for you. It sounds like the rural people have a lot more to say than I do.

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: The members are welcome to attend committee meetings on these important issues.

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: My questions are aimed at getting a logistical understanding of what happens. Most of the emails that come to me relate to transport for special education rather than mainstream transport issues. I was supporting a couple of mothers in connection with the former issue. It was very difficult to understand who was responsible for Garda vetting. I was told there was a gap of four months...

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: That is good. My questions are about the Garda vetting process, and whose responsibility it is to make sure that escorts are in place and Garda vetted. Senator Gavan referred to the 450 children with special needs who are currently waiting. How long are they waiting? I accept it was said that some came in late, but if the system is used to year-round applications why are children...

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: Is it only new applicants every year, or does an application still have to be sent in to get a child back on the bus the next year?

Joint Oireachtas Committee on Education and Skills: School Transport Scheme: Discussion (25 Sep 2018)

Lynn Ruane: No, in the cases of other children.

Joint Oireachtas Committee on Education and Skills: School Facilities and Costs: Discussion (Resumed) (30 Aug 2018)

Lynn Ruane: I have to leave at some stage but I hope we get through everything before that. I thank the witnesses for their presentations, all of which I read carefully. This is a subject which is particularly close to my heart. We spoke at length about the costs for parents, and the fact that the schools are underfunded, which passes the costs to parents. In the case of primary-level children, the...

Joint Oireachtas Committee on Education and Skills: School Facilities and Costs: Discussion (Resumed) (30 Aug 2018)

Lynn Ruane: It is where people get loans. It is not illegal or anything like that. It is €35 to €40 for every €100. I have spoken to people in my community and my friends about this. One parent said they had to borrow €1,100 from a loan shark almost every year around August. They would repay approximately €1,430 over a 26-week period. This is somebody who is on...

Joint Oireachtas Committee on Education and Skills: School Facilities and Costs: Discussion (Resumed) (30 Aug 2018)

Lynn Ruane: With no disrespect to Mr. Mulconry, all I heard from him was about teachers who are doing their job. I expect nothing less from my children's teachers than that they would have a passion to improve the writing and reading of their pupils. Is that not what they are taught to do? Is that not the vocation they chose? Of course, good teachers exist and I acknowledge their passion for the job,...

Joint Oireachtas Committee on Education and Skills: School Facilities and Costs: Discussion (Resumed) (30 Aug 2018)

Lynn Ruane: That is important.

Joint Oireachtas Committee on Education and Skills: School Facilities and Costs: Discussion (29 Aug 2018)

Lynn Ruane: There were detailed opening statements, but the issues least discussed were green spaces and PE halls. At a time when we are constantly discussing mental health, childhood obesity and other things, will any witnesses comment on the impact of not putting in place spaces for children? Obesity affects poorer communities more than those living in affluent areas due to the type of food choices...

Joint Oireachtas Committee on Education and Skills: School Facilities and Costs: Discussion (29 Aug 2018)

Lynn Ruane: The maintenance of the green spaces ties into what Mr. Irwin pointed out in terms of maintenance being still restricted to one caretaker within schools as the embargo has not been lifted. Perhaps rather than not considering green spaces because they cannot be maintained we should consider increasing the level of maintenance support within a school to ensure the green spaces are maintained.

Joint Oireachtas Committee on Education and Skills: School Facilities and Costs: Discussion (29 Aug 2018)

Lynn Ruane: I will ask a couple of brief questions to help my understanding of the issue. I have heard a great deal both in the Seanad and in emails I have received about administrative days and release days. I am a little unclear about the reasons principals are campaigning for such measures, rather than calling for an end to the practice of requiring principals to teach in the first place. Is it the...
