- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Committee and Remaining Stages (28 Jun 2017)
Rose Conway Walsh: I commend everyone who has been involved in this Bill, including Deputy Tony McLoughlin who is present. It is a very happy day in terms of this Bill being passed, but we need to progress the ban on offshore fracking. I welcome the Minister's words on that.I thank Senator Grace O'Sullivan for tabling that amendment and for putting that signpost there. It is firmly on the agenda and will be...
- Seanad: Home Care Services: Motion (28 Jun 2017)
Rose Conway Walsh: I thank the Minister of State for being present. I did not know whether to laugh or to cry when I saw this motion. When I heard that Fianna Fáil believes that the best option is for people to be kept in their own homes, I thought of how I longed to hear that sentence in 2008, 2009, 2010 and 2011 when we led campaigns to try to stop Fianna Fáil from socially and economically...
- Seanad: Home Care Services: Motion (28 Jun 2017)
Rose Conway Walsh: That is the Tory Government.
- Seanad: Order of Business (27 Jun 2017)
Rose Conway Walsh: First, I want to refer to Mr. and Mrs. Devereaux. Hearing Mr. Devereaux's pleas yesterday to be reunited with his wife touched the hearts of many people around the country. When we close down hundreds of beds in nursing homes, community hospitals and such facilities, what do we expect to happen and where do we expect the beds to come from? That is what has happened. We heard the other day...

Rose Conway Walsh: Go raibh maith agat.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: I thank the Chairman and members of the committee for allowing me this. Fracking will also be a big issue for rural Ireland and rural communities. I apologise in advance, because I have to go into the Seanad to speak to that debate. I thank Mr. McGuinness for his courage in what he has done in the past number of months. I do not underestimate how difficult it was for him to do that. He...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: Will questions be answered one at a time?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: I know that from working in community development for years myself. I think what Mr. McGuinness is trying to say is that flexibility is needed in the approach to be able to adapt directly to the needs of each community. The only way we can empower communities and build capacity within communities is to allow them to have that bit of flexibility. If Mr. McGuinness contrasts that to the...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: I acknowledge what Mr. McGuinness has said about unemployment and the catastrophic nature of what is happening in rural Ireland and the west, in particular, where there has been no targeted investment. We saw some of the figures released last week for places such as Ard na Rí in Ballina where the rate of unemployment is 31.4%. In my area, Binghamstown, the rate is at 29.9% and in the...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: The point Mr. McGuinness made about bureaucracy in terms of the Leader programme presents a huge problem in how the new programme is being delivered. Does he think it was a mistake to bring the Leader programme within the national rural development programme which is under the administration of the local authorities? Should it have been left to the wider body?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: Having met the rural groups, I can say there are now 18 stages in obtaining approval for a project. It takes decision-making out of local communities and makes the process more bureaucratic. I have deep concerns about the depreciation in value of the Leader programme this time around. There have been major mistakes made which I will address at another forum. One of the biggest assets in...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: I want to add that the former managing director of the company said when asked by RTE that he did not envisage paying tax for up to 25 years. In terms of providing opportunities and benefits for the community, we now have to stand by and watch our natural resources being drained out of the community that desperately needs them. It is a missed opportunity.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: I would like to ask Mr. McGuinness about the special development zone, SDZ, announced at Knock airport. I welcome that announcement, as I am sure he does. What does he think needs to happen next?
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: Yes. It needs to be underpinned by investment.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Sustaining Viable Rural Communities: Discussion (Resumed) (21 Jun 2017)
Rose Conway Walsh: I thank Mr. McGuinness and hope he will stay involved in the development of the west and rural Ireland because of what he has to offer into the future. We now have a Minister from County Mayo sitting at the Cabinet table and he has to deliver. I am sure Mr. McGuinness has documented all of the promises he has made during the years and it is now time to deliver. We are told that this is one...
- Seanad: Order of Business (21 Jun 2017)
Rose Conway Walsh: I want to address the issue covered in the all-day session of the Committee of Public Accounts yesterday and I want the new Minister for Justice and Equality, Deputy Charles Flanagan, to come to the House to debate this important issue. It is now a regular occurrence to see the Commissioner of An Garda Síochána appearing before the committees of the Oireachtas, which in itself is a...
- Seanad: Petroleum and Other Minerals Development (Prohibition of Onshore Hydraulic Fracturing) Bill 2016: Second Stage (21 Jun 2017)
Rose Conway Walsh: I thank the Minister of State for coming to the House. I, too, acknowledge the work of Deputy Tony McLoughlin and his team on the Bill. I also acknowledge the huge work being done by communities throughout this country in putting this issue on the agenda. Sinn Féin is opposed to fracking on the entire island of Ireland. We also stand with communities that have real concerns about the...
- Seanad: Central Bank and Financial Services Authority of Ireland (Amendment) Bill 2014: Second Stage (21 Jun 2017)
Rose Conway Walsh: I thank the Acting Chairman. I thank the Minister for State for coming to the House. I congratulate him on his new role and wish him well. I am pleased to move this Bill in the Seanad. My colleague, Deputy Pearse Doherty, brought forward the Bill and it received unanimous support in the Dáil. I hope it can win the same support in this House on Second Stage. Central to the urgency...
- Seanad: Central Bank and Financial Services Authority of Ireland (Amendment) Bill 2014: Second Stage (21 Jun 2017)
Rose Conway Walsh: I thank the Acting Chairman and the Minister of State. From hearing the latter's response, we have more in common than divides us. I accept his bona fides that he recognises the urgency relating to the Bill and I am glad he mentioned days rather than anything else. I accept that he may have very genuine amendments in terms of long-term services as defined in section 2. Perhaps he might...
