- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Martin Kenny: Is Coillte raising capital to buy new land?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Martin Kenny: Coillte's new premium partnership is for existing forestries that have matured to a certain extent and are at the stage where the farmer is receiving the premium. Is the system which we have spent the last couple of hours speaking about no longer appropriate? Is that not a reflection that it certainly was not working for the farmer, regardless of whether it was working for Coillte?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Martin Kenny: In many areas in Leitrim we have a huge problem because much of the forestry is on poor country roads. Hundreds of tonnes of timber are taken out over a period of a couple of weeks and the road is left in a total mess after it. That happens all over the country. A lot of local authorities have serious issues because while a road will withstand normal wear and tear, we are talking about a...

Martin Kenny: Absolutely.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Foresty Partnership Agreements: Discussion (27 Feb 2018)
Martin Kenny: There should be some fund put in place derived from a small levy placed on the forestry industry. A fund could be built up so that local authorities could get some money from it. It is a big issue for local authorities.

- Questions on Promised Legislation (22 Feb 2018)
Martin Kenny: On the same issue-----
- Questions on Promised Legislation (22 Feb 2018)
Martin Kenny: I had the same issue with many constituents who are suffering from cancer. They are being asked to get a letter from their consultant stating that it is terminal. It is a terrible situation for any family to be asked to do this in order to get a medical card. Really I think the Minister needs to intervene and ensure that the practice ends.
- Written Answers — Department of Agriculture, Food and the Marine: Pigmeat Sector (22 Feb 2018)
Martin Kenny: 158. To ask the Minister for Agriculture, Food and the Marine if his attention has been drawn to the difficulties that pig farmers are facing with low factory prices for pigs over the past month; and if he will make a statement on the matter. [9052/18]
- Written Answers — Department of Agriculture, Food and the Marine: Sheep Welfare Scheme (22 Feb 2018)
Martin Kenny: 161. To ask the Minister for Agriculture, Food and the Marine if all sheep inspections will be deferred until after lambing season in view of the fact that carrying out inspections now would cause severe stress on heavily pregnant ewes; and if he will make a statement on the matter. [9064/18]
- Supporting the Suckling Sector: Motion [Private Members] (21 Feb 2018)
Martin Kenny: I welcome the opportunity to speak to the motion which was brought forward by Deputy Charlie McConalogue. The element on which Deputies have been focusing is the suckler cow sector, as well as where the suckler cow scheme is at and how we move forward. Many farmers have found the BDGP very useful. There are approximately 25,000 farmers participating in the scheme, but we know that there...
- Project Ireland 2040: Statements (Resumed) (21 Feb 2018)
Martin Kenny: We all welcome the concept of a development plan, looking to the future and planning for the future, and we know it has to happen. As a Government, a society and a people we need to look to the future and to try to plan ahead in order to know where we are going and what we are at now. The difficulty that many of us have spelled out with regard to this plan is that the draft which we saw in...
- Questions on Promised Legislation (21 Feb 2018)
Martin Kenny: I wrote to the ambulance service earlier this year about this very point. We have a problem in north Roscommon and south Leitrim in that we do not have enough ambulances on the ground. A situation often arises where the ambulances are sent out of the area on a busy Saturday night in the town of Carrick-on-Shannon where we have huge numbers of people and accidents happening all over the...
- Ceisteanna - Questions - Priority Questions: Leader Programmes Expenditure (21 Feb 2018)
Martin Kenny: As the Minister is aware the new Leader programme that began in 2014 and ends in 2020 had a long delay in getting off the ground. It came on stream in 2016 but it has been dogged with huge amounts of bureaucracy and problems for communities that are trying to apply for funding. It seems to be turning into a real mess. We only have two years of the programme left to run. How much money has...
- Ceisteanna - Questions - Priority Questions: Leader Programmes Expenditure (21 Feb 2018)
Martin Kenny: Communities that want to do something for their local area such as get a new roof for their small community centre or communities that want to provide other facilities around the country apply for funding and are faced with huge amounts of bureaucracy and they run into problems. The situation is catastrophic. That is reflected in the payments that are being made. No money was spent in the...
- Ceisteanna - Questions - Priority Questions: Leader Programmes Expenditure (21 Feb 2018)
Martin Kenny: It seems there was a big problem from the outset given that 31 changes were required to make the scheme easier to access. We all know it is European funding and that there is a culture of ten people checking the work that has been done rather than ten people doing work. That is one of the problems, namely, that there is so much bureaucracy, boxes to be ticked and nonsense attached to much...
