Personal Explanation by Member (18 Oct 2017)

Lisa Chambers: When I made a statement during a debate on mental health, I spoke about a young man, Ben Garrett, and my facts were incorrect. Ben died tragically by drowning, and I am deeply sorry for any hurt I caused Ben's family. I have spoken to Mr. and Mrs. Garrett to apologise personally. I thank them for their kindness and understanding. I thank the Acting Chairman for accommodating me.

Ceisteanna - Questions (Resumed) - Priority Questions: Defence Forces Representative Organisations (18 Oct 2017)

Lisa Chambers: I note and commend the work of Defence Forces personnel in responding to the damage inflicted by Storm Ophelia and in assisting citizens across the country. The work of the Defence Forces should be commended, particularly in light of the diminished numbers and resources with which they are dealing. A number of issues of concern were outlined at the recent PDFORRA conference. I know they...

Ceisteanna - Questions (Resumed) - Priority Questions: Defence Forces Representative Organisations (18 Oct 2017)

Lisa Chambers: Is it not the case that as a result of the consistent neglect of the Defence Forces by this Government and its predecessor, things have reached the stage where minuscule pay increases and apparent improvements in working conditions will not be sufficient? The Minister of State and I have been doing this dance for quite some time, so we know that things are getting worse. Since I took up my...

Ceisteanna - Questions (Resumed) - Priority Questions: Defence Forces Representative Organisations (18 Oct 2017)

Lisa Chambers: There is no retention policy to hold on to the personnel we have. When will the Minister of State put a concrete plan in place to address retention in our Defence Forces? When will he deal with the issue of morale in our Defence Forces? When will he provide for proper pay and conditions?

Ceisteanna - Questions (Resumed) - Priority Questions: Defence Forces Representative Organisations (18 Oct 2017)

Lisa Chambers: The members of our Defence Forces are the lowest paid workers in our public service.

Ceisteanna - Questions (Resumed) - Priority Questions: Defence Forces Representative Organisations (18 Oct 2017)

Lisa Chambers: On a point of order, I meet them on a regular basis.

Ceisteanna - Questions (Resumed) - Priority Questions: Defence Forces Representative Organisations (18 Oct 2017)

Lisa Chambers: The Minister of State's party has been in Government for over six years. I accept that the Minister of State has a budgetary responsibility to the Government, but I remind him that as a Minister of State who essentially takes all the responsibility for the defence portfolio, he also has a duty to the men and women who are the members of the Irish Defence Forces. I do not believe he has...

Ceisteanna - Questions (Resumed) - Priority Questions: Air Corps (18 Oct 2017)

Lisa Chambers: 28. To ask the Taoiseach and Minister for Defence the action he plans to take on foot of the recent review (details supplied) of Air Corps whistleblower claims; and if he will make a statement on the matter. [44189/17]

Ceisteanna - Questions (Resumed) - Priority Questions: Air Corps (18 Oct 2017)

Lisa Chambers: I wish to ask the Minister the action he plans to take on foot of the recent review of the Air Corps whistleblower claims. I ask him to outline to the House what exactly was the purpose of that exercise, given that we now know Mr. O'Toole, who conducted that review, was not in a position actually to carry out the review as per the terms of reference. I further ask the Minister to confirm...

Ceisteanna - Questions (Resumed) - Priority Questions: Air Corps (18 Oct 2017)

Lisa Chambers: I am happy to have the questions dealt with separately, if that is okay with Deputy Ó Snodaigh.

Ceisteanna - Questions (Resumed) - Priority Questions: Air Corps (18 Oct 2017)

Lisa Chambers: Do I take it that the Minister of State proposes to take no action on foot of this report? When the Minister of State was asked in this House to conduct a health review of all potentially affected personnel, he said he would await publication of this report before deciding what action to take. What action is he going to take now? I wish to read out a couple of sections of the aforementioned...

Ceisteanna - Questions (Resumed) - Priority Questions: Air Corps (18 Oct 2017)

Lisa Chambers: The Minister of State has still not answered a very basic question. Did Mr. O'Toole tell him that, given the terms of reference, he was not in a position to examine the protected disclosures as requested? Did he flag this in advance of completing his report, because it strikes me as quite improbable that he did not? The Minister asked whether we can proceed to look at the toxic chemicals...

Joint Oireachtas Committee on the Eighth Amendment of the Constitution: Options for Constitutional Change (18 Oct 2017)

Lisa Chambers: I welcome the fact that the committee has deliberated at some length and we have reached a broad consensus that the status quocannot pertain and that at least some change will be made. We have not discussed what those changes will be yet and we are about to deliberate on those options now, but there appears to be broad consensus that the status quocannot be maintained. That is progress at...

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Lisa Chambers: I thank the witnesses for their presentation. Professor O'Connell spoke about judicial discretion on sentencing. I am concerned about the area of upskirting, downblousing and revenge porn, and the degree to which a victim's history may be taken into account when it comes to sentencing. We all know the challenges and difficulties related to rape and sentencing and the often very traumatic...

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)

Lisa Chambers: It is not that it is a defence. When there is a degree of discretion in terms of sentencing and all the evidence is before the courts, and where the history of the victim is discussed openly in court, one cannot "unhear" what-----

Joint Oireachtas Committee on Children and Youth Affairs: Cyber Security: Discussion (Resumed) (18 Oct 2017)
