- Ceisteanna Eile - Other Questions: Apprenticeship Programmes (13 Oct 2021)
David Stanton: I thank the Minister of State for his response. It is great to see more apprenticeship schemes coming on stream and so many in place. One question that arises is that once the apprentices are in position, why are so many leaving? This is true in the construction area especially, where there is such a significant need for them. I have had a number of responses to parliamentary questions...
- Ceisteanna Eile - Other Questions: Apprenticeship Programmes (13 Oct 2021)
David Stanton: I thank the Minister of State for that. Is he concerned at the level of dropout, which is in some instances one in five, or even greater?
- Written Answers — Department of Education and Skills: Apprenticeship Programmes (13 Oct 2021)
David Stanton: 28. To ask the Minister for Education and Skills further to Parliamentary Question No. 509 of 15 September 2021, his Department’s plans to encourage more young persons to take-up an apprenticeship and to support existing apprentices in their training; and if he will make a statement on the matter. - Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: Yes, I will. I welcome the witnesses here today. This is an extremely complicated piece of legislation that contains a significant amount of detail. From the reaction I have read of most of the people who have made submissions, it appears to be welcome and needed. The statutory rights of consumers are to be enhanced and more power is to be given to the regulator. I wish to ask about...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: The proposal on the sale of live animals is also interesting. Will the officials expand on that, please? It is article 3.5 (b) which enables living animals to be excluded from the scope. The Department is not implementing that.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: Very often consumers purchase equipment and they install it themselves and it goes wrong because the instructions are not clear. There is an issue here with respect to who is liable. Will the officials explain what the legislation is doing in that regard, please?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: Is there something in there that states the installation of goods should be carried out by a qualified person? In other words, if I as a consumer try to install something and I make a mess of it resulting in damage to the equipment, material or whatever I am doing, where does the liability lie then?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: Okay. Will Ms Hanrahan speak about the limit of liability of a trader? There was a suggestion at some stage that it should be shortened.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: Ms Hanrahan mentioned cars. Will she speak on the trade-in value of cars, something which is quite current? That is head 28(5)(b). The Law Society submission argued that "in order to avoid difficulties with Head 28(5)(b) where a trade-in value was not ascribed,a trader should be to specify a monetary value for all trade-in goods, particularly in car sales and part exchanges".
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: What I am getting at is where consumers are cajoled into purchasing extra warranty. Is that a waste of money? Is it something that is not really required as they are already protected under the legislation? Do they need to do this or is it a money-making racket?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: The legislation, as an earlier Deputy said, is extremely complex. It is quite important that it be available to consumers in an easy to understand format when it is finally enacted because it is really long, complex and difficult
- Select Committee on Foreign Affairs and Trade, and Defence: Partnership and Cooperation Agreement Between the European Union and the Republic of Singapore: Motion (13 Oct 2021)
David Stanton: I welcome the Minister of State on his first visit to the committee and I thank him for being here and for his introduction. I want to raise a few issues on human rights in Singapore and whether they are taken into account when drawing up agreements such as this. I understand there is an internal security Act and they have issues with the suppression of media, freedom of expression and...
- Select Committee on Foreign Affairs and Trade, and Defence: Partnership and Cooperation Agreement Between the European Union and the Republic of Singapore: Motion (13 Oct 2021)
David Stanton: I thank the Minister of State for his response and wish him well in his work. There are reports about the treatment of migrants in Singapore. As we enter a trade agreement with Singapore, where employment is important, I draw the attention of the Minister of State to the conditions experienced by migrants in Singapore. It is not a positive situation. I ask him to add the matter to his...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Consumer Rights Bill 2021: Discussion (13 Oct 2021)
David Stanton: Finally, I refer to guarantees. When a consumer purchases a piece of equipment, say a television, microwave or fridge, often the shop will suggest that they might like to purchase additional warranty. What is the legality on that and its value? Is there anything to be gained by that because there is already a lot of built-in protections in the legislation if something goes wrong?
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Turkish Foreign Policy and Turkey-Ireland Relations: Engagement with Ambassador of Turkey (12 Oct 2021)
David Stanton: I confirm I am in my office in Leinster House. I welcome the ambassador to the meeting and thank him for his presentation. Obviously, Turkey is a very important country, historically and geographically. It is a very influential country as well. Turkey is involved in lots of engagements right across the region. The ambassador might comment on the current situation with respect to the...
- Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Turkish Foreign Policy and Turkey-Ireland Relations: Engagement with Ambassador of Turkey (12 Oct 2021)
David Stanton: When I was in earlier I asked the ambassador to comment on religious freedom in Turkey. We have seen some reports which would lead us to be concerned about that. Could he also comment on the impact of Covid-19 in Turkey, especially on the economy? Could the ambassador give us an update on the economic situation in Turkey?
- Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (7 Oct 2021)
David Stanton: Many of the issues we deal with here are immediate and short term. I raise the issue of rising sea levels. This year, the report of the Intergovernmental Panel on Climate Change was published. The Taoiseach described it as a code red. The report suggests that parts of Cork, Limerick, Galway, Wexford, Dublin, Clare and Kerry will be under water before too long. The rise in sea levels...
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Accommodation: Discussion (Resumed) (7 Oct 2021)
David Stanton: I welcome our guests. We all know the fantastic work the Simon Communities do. It is just amazing. We had an open day across the road and it was great to see the work it does. Mr. Dillon has brought this to a new level today and I congratulate him and Ms Casey on what they have been doing. I do not think I have heard so much common sense in a long time. I am aware of the Traveller...
- Joint Oireachtas Committee On Key Issues Affecting The Traveller Community: Traveller Accommodation: Discussion (Resumed) (7 Oct 2021)
David Stanton: I have three points. I thank Mr. Dillon for his analysis. He is spot on. When I was talking about discrimination, I was not referring to its genesis alone; I was more interested in why people discriminate today and why they feel fearful of a Traveller moving in next door or down the road. Where is that coming from? It is all very fine to say there is discrimination and so forth but...
