Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: General Scheme of Dublin Docklands Development Authority (Dissolution) Bill 2014: Discussion (13 May 2014)

Kevin Humphreys: Will there be a confirmation of an area committee's decision or will it be a decision of the full city council? For example, somebody in Ballymun would not have detailed knowledge of who was involved in the docklands. If it is referred to a full city council meeting, it may not result in a true representation of the north-south dockland areas. I am sure the delegates have studied these...

Written Answers — Department of Transport, Tourism and Sport: Parking Provision (13 May 2014)

Kevin Humphreys: 690. To ask the Minister for Transport, Tourism and Sport his plans to hold a public consultation on allowing a local authority to provide for designated car parking places in streets that are congested; if he has held meetings on this with respect to a road (details supplied); the outcome of same; and if he will make a statement on the matter. [21586/14]

Water Charges: Motion (Resumed) [Private Members] (7 May 2014)

Kevin Humphreys: I thank Deputy Finian McGrath for his contribution. Perhaps he might inform us whether the secret deal he concluded with Bertie Ahern included the fixing of water pipes in the Marino area. The Deputy refers to said deal on many occasions but he has failed to publish details of it. There is no record of the deal in the Taoiseach's office. If that which the Deputy says is factually correct-----

Water Charges: Motion (Resumed) [Private Members] (7 May 2014)

Kevin Humphreys: -----perhaps he might, in the interests of openness and transparency, publish the details relating to the deal. It has been stated on many occasions that a problem exists in the context of water infrastructure. The Dublin region is on a knife edge. It has no spare capacity and future growth is going to increase pressure on the system. Throughout the country up to 40% of water is being...

Water Charges: Motion (Resumed) [Private Members] (7 May 2014)

Kevin Humphreys: Deputy Martin reminds me of the character of Bobby Ewing in the television programme "Dallas" who died at the end of one season and returned - in the shower - two series later. Everything in between was forgotten and dismissed as a dream. Deputy Martin appears to have forgotten everything his party did during 15 years in government.

Water Charges: Motion (Resumed) [Private Members] (7 May 2014)

Kevin Humphreys: Far too much.

[19775/14]

[19798/14]

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: I have one other question before I pass over to Senator Hayden. I had an interesting engagement with the chief executive of Bank of Ireland, Mr. Boucher, at the last meeting. He made a blanket policy statement on the manner in which he will deal with personal insolvency practitioners. He said there would be no write-down ever and that it was not the bank's policy in any circumstances. I...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: I wholly agree, but what can the Governor do about it?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: Two.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: If it is two then it is too many.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: No, exactly. It is a stated policy. Mr. Boucher has made a statement. I have no wish for any homeowner to be a test case. The bank has stated the position on the public record at this meeting. The Governor has now explained that if the bank follows through on that statement and policy then it would be a breach of the code of conduct.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: I am not Deputy McDonald.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: I have no wish for anyone to go through unnecessary worry, stress or hardship. The bank has made the statement clearly. The Governor can look back on the record. I believe the representatives treated this committee with great disrespect in their manner and considering the code of conduct and the legislation. We are all big boys and girls around the table and we can take it, but I have no...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: I thank the Governor.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: I seek clarification on something that was said earlier. I agree with the clarifications the Governor gave earlier about the sustainable solutions and that in certain circumstances the payment of interest only is a sustainable solution. A deal that would run into retirement in certain circumstances is also a sustainable solution,-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process (Resumed): Central Bank of Ireland (30 Apr 2014)

Kevin Humphreys: -----depending on the issues. Could that be circulated to the banks? The Governor mentioned that he had communicated on occasions to the banks but that he deals with different people at different levels and often the messages are not conveyed across all sections. Is there a mechanism that would allow him to communicate that clearly to them?
