David Stanton: Can we go beyond that to make it even more public? I ask because I have been contacted by a number of employers who are very angry at the small number of people who are involved in the major infringements that we have mentioned. One suggestion is that they be named and shamed.

We have seen many new ones coming on stream in the past number of years. What new ones are being planned? Are there strategies in place to retain apprentices in position once they are employed?
