- Climate Action and Low Carbon Development (Amendment) Bill 2021: Report and Final Stages (16 Jun 2021)
Richard Bruton: People talk about this Bill being rushed but this legislation was produced in its original form in 2019. We had 50 hours in pre-legislative scrutiny when any Deputy could have come in and contributed. We had 14 hours of Committee Stage debate and none of the issues that are now on the agenda were raised and none of the Deputies who are protesting now contributed to that debate.

- Saincheisteanna Tráthúla - Topical Issue Debate: Climate Change Policy (16 Jun 2021)
Richard Bruton: I do not doubt the Minister of State's commitment in this area. However, I am not convinced by his statement that this will be an overall approach and principled document. We need to make this a central spine of the climate action plan. We need to have very clear targets, some of which need to be new. The Minister of State has certainly adopted halving of food waste, but what about...
- Saincheisteanna Tráthúla - Topical Issue Debate: Climate Change Policy (16 Jun 2021)
Richard Bruton: I thank the Leas-Cheann Comhairle for the permission to raise this important issue. If present trends continue, by 2050 it will take three planets for nature to replenish the materials we use each year. The take, make, use and dispose model has got an iron grip on the way we live our lives. That has to change. The care of our planet must be at the heart of Ireland 2040. The food we waste...

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Reactivation of Economy Following Pandemic Restrictions: Discussion (16 Jun 2021)
Richard Bruton: How would a short-term working scheme work? Would the employer continue to employ people for part-time hours? Would training schemes make up the balance? Will the witnesses talk through how a scheme like that might work in the airline sector? If the rebate for employers on redundancy were to be a temporary scheme for a short period, how would it work? I assume it would be substantially...

Richard Bruton: No.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Reactivation of Economy Following Pandemic Restrictions: Discussion (16 Jun 2021)
Richard Bruton: I thank our guests for their presentations. I will focus on solutions and issues we need to consider now, following the Government set of decisions that have been published. Many people would like to see big changes, but the Government has been supporting the economy at a cost of €2 billion per month and there is a need to draw back from that. Very large suggestions, of either new...

Richard Bruton: 76. - Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Companies (Small Company Administrative Rescue Process) Bill 2021: Department of Enterprise, Trade and Employment (15 Jun 2021)
Richard Bruton: I welcome the Minister of State and his team. I warmly welcome this and believe it is timely and much-needed. I have no doubt there are many companies which are carrying burdens and that need restructuring but, underlying that, they are viable companies. It goes back to the cost of access. The reason we have only about one fifth of the access to examinership that there is in the UK is...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: General Scheme of the Companies (Small Company Administrative Rescue Process) Bill 2021: Department of Enterprise, Trade and Employment (15 Jun 2021)
Richard Bruton: Would it be good for the Department to work with groups like chambers of commerce? People intimidated by the cost of engaging one of these process advisers could then have access to a pre-entry clinic, to use the political word, where there would be people available to give them a pro bonosteer.
- Joint Oireachtas Committee on Climate Action: Reduction of Carbon Emissions of 51% by 2030: Discussion (Resumed) (15 Jun 2021)
Richard Bruton: I thank both of guests for their presentations. I wish to ask about the progress that has been made by other EU member states. I see that overall agricultural emissions among the EU 28 were static over the period from 2005 to 2016. That suggests there is not much innovation going on in the rest of Europe. What does that mean for us? We know Europe is making progress, but not in...
