- Ceisteanna - Questions: Taoiseach's Meetings and Engagements (26 Jun 2018)
Martin Kenny: I refer to the Taoiseach's visit to Spain and wish to raise the ongoing political crisis in Catalonia. Did the Taoiseach raise the issue with the new Spanish Prime Minister? The silence from many European states has been deafening when it comes to condemnation of political repression in Catalonia, which has been orchestrated mainly by the Spanish Government. There are now nine political...
- Order of Business (26 Jun 2018)
Martin Kenny: I will make hay while the sun shines. That is what the farmers are trying to do. This is a very simple issue. The Department has shown flexibility in the past when there were crises, particularly around the slurry issues. It is very sensible to simply allow a little flexibility in order that farmers can cut hay meadows a couple of days earlier. If they have to wait until 1 July, they may...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: I am sorry that I missed the beginning of the presentation. I thank the delegates for being here. Pillar 1 payments are based on reference years. At the end of this process it will be 26 or 27 years old. That does not mean anything to anyone at this stage because it is so much out of date. How is it envisaged that that problem will be overcome? Will there be some method by which it...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Does it include the greening aspect?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: If it were cut, would it be more appropriate or possible for the Government to top up pillar 1 payments directly instead of the State sending money to the European Union and only getting back 70% in the CAP budget? The next issue I wish to raise was being discussed when I entered the room. Through the capping of payments, a scaling back to a figure between €60,000 and...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Would the front-loading assist that? Would it put a sense of balance back into it?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: It is very complex as it stands. Every different farmer has a different rate per hectare. At least there would be a set amount per hectare.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Yes.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: The witness mentioned how the plan is to bring everybody to 75% of the average payment.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: How far off that 75% figure are we?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: I imagine that with that calculation, the capping mechanism will come into play. The average is based on what everybody gets and if a small number gets a very high payment, that average is skewed. If payments are reduced, the average would be reduced. That would mean people's payments would not have to be increased by much. That is a twist.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: Will anybody see increased payments?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: The ongoing problem with the previous gap involved forgotten farmers, old and young farmers and the different small sectors. We all know there must be rules and these groups found themselves on the wrong side of the rules somehow or other. On balance, will this resolve much of that?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: There is "young" and "new".
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy Negotiations: Department of Agriculture, Food and the Marine (26 Jun 2018)
Martin Kenny: The same problem could arise again.
- Written Answers — Department of Agriculture, Food and the Marine: Fur Farming (26 Jun 2018)
Martin Kenny: 448. To ask the Minister for Agriculture, Food and the Marine the rationale behind continued licensing of fur farming here in view of the animal cruelty involved in caging mink in confined spaces without access to water although they are aquatic animals; if he has considered banning this activity; and if he will make a statement on the matter. [27890/18]
- Written Answers — Department of Employment Affairs and Social Protection: One-Parent Family Payment Eligibility (26 Jun 2018)
Martin Kenny: 540. To ask the Minister for Employment Affairs and Social Protection if a person (details supplied) will continue to receive the one-parent family payment until they complete their final year of college; and if she will make a statement on the matter. [27561/18]
- Questions on Promised Legislation (21 Jun 2018)
Martin Kenny: I raise the issue of ambulance cover in rural areas, particularly in County Leitrim. I have raised this issue on several occasions previously. In emergency cases, it always take more than an hour before an ambulance reaches the person who is in need. This week, a local general practitioner in Ballinamore, Dr. Bourke, pointed out this problem had affected two of his patients in the past...
- Health Waiting Lists: Motion [Private Members] (20 Jun 2018)
Martin Kenny: I commend Deputy O'Reilly for bringing forward the motion. At the core of this issue is Sláintecare, which must be implemented. I have read the speeches of the Minister and Minister of State. While they are not opposing the motion tonight and are supporting its general context, the public is not seeing Sláintecare being implemented. No one is seeing that. These lists are not...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Electronic Identification of Sheep: Discussion (19 Jun 2018)
Martin Kenny: I thank both contributors for their statements. This is a good thing and it is the direction we need to go in. It is a move in the right direction in terms of opening up new markets, helping to sustain markets and ensuring we have correct and full traceability. As we know from recent reports from Teagasc on farm livelihoods, many in the sheep sector are on the lower end of the scale and...
