Susan O'Keeffe: Being civilian they fall under the remit of the Minister for Transport, Tourism and Sport. We seem to be allowing the 1959 agreement encompass those other ones, whereas in fact they are separate. It seems that in practice we are giving a bit of leeway or latitude to those commercial, civilian, chartered flights because of this other agreement.
