Kevin Humphreys: I can be helpful to Deputy Richard Boyd Barrett. Several councils have already agreed to bring forward a pilot scheme for the purchase of flats under the previous legislation. However, there are several problems relating to bills, common areas, management companies and the percentage of purchases within a complex.

Kevin Humphreys: To clarify, most sub-committees of councils stand for five years and are dissolved at the end of the council's term of office. Any committee that will be set up by the council will, therefore, have a lifespan of only five years. This period is tied to the period between local elections.
