Feargal Quinn: Senator Mooney's suggestion is admirable. I am not sure who would pay for it or what the cost would be but it should not come out of a budget provided for something else. However, I doubt that the cost would be high. The suggestion is worthy of consideration.

Feargal Quinn: That may be the effect. However, because of the experimental nature of this legislation the Minister of the day would be obliged to come back to us about how it worked. That is a worthy consideration in such experimental legislation. It is better than not looking at it or reconsidering it again.
