- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Justice for the Forgotten (2 Dec 2021)
Pauline Tully: I welcome the witnesses and thank them for their contributions on what is a very important matter. I want to start with what is a local issue for me. Being from Cavan, I have a keen interest in seeking justice for the families of those killed in the Belturbet bombing and there were also people injured in Clones and Pettigo on the same day. We assume that was organised and carried out by...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Justice for the Forgotten (2 Dec 2021)
Pauline Tully: I was going to come back in, though some of the issues have already been covered. Time is of the essence. The Belturbet bombing, for example, was almost 50 years ago and many other incidents were almost that long ago too. People are passing away, as has been pointed out. It is a pity that the Irish Government has not done more around the recommendations that were made to this committee...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Justice for the Forgotten (2 Dec 2021)
Pauline Tully: I will do that.
- Employment Support Services: Motion [Private Members] (30 Nov 2021)
Pauline Tully: I recently submitted a parliamentary question regarding the need to halt the tendering process for the LES until a proper engagement with the relevant stakeholders could develop a more suitable model. In her response, the Minister stated that "extensive consultations" had taken place. However, representatives of SIPTU informed the Joint Committee on Social Protection, Community and Rural...
- An tOrd Gnó - Order of Business (30 Nov 2021)
Pauline Tully: I was speaking to leaving certificate students and their parents last week. They are very concerned about what is happening at the moment. They have no teachers. We know there is an issue with substitute teachers, and teachers are out sick with Covid. One parent told me that five teachers were absent from her daughter's school one day.
- An tOrd Gnó - Order of Business (30 Nov 2021)
Pauline Tully: They are not being taught. Will the Minister for Education consider an alternative leaving certificate for these students? They have been affected by the school closures in previous years and they are being affected now by the lack of substitute teachers.
- Written Answers — Department of Employment Affairs and Social Protection: Employment Support Services (25 Nov 2021)
Pauline Tully: 78. To ask the Minister for Employment Affairs and Social Protection if she will reconsider her decision to terminate the contract of her Department with the local employment service in favour of introducing a private service; if she will halt the tendering process of this service until a proper engagement with the relevant stakeholders can develop a more suitable model; and if she will make...

- Joint Oireachtas Committee on Disability Matters: Aligning Disability Services with the UN Convention on the Rights of Persons with Disabilities: Discussion (Resumed) (25 Nov 2021)
Pauline Tully: I thank Mr. O'Regan. Before I go to members, I am aware that a large number of issues will be raised. If necessary, could more detailed information be forwarded to the clerk for circulation to members? We will know as the meeting goes on whether that is necessary.
- Joint Oireachtas Committee on Disability Matters: Aligning Disability Services with the UN Convention on the Rights of Persons with Disabilities: Discussion (Resumed) (25 Nov 2021)
Pauline Tully: We will move on. There will be opportunities to come back on those issues.

Pauline Tully: We are back in public session and I call Senator Alice-Mary Higgins.
- Joint Oireachtas Committee on Disability Matters: Aligning Disability Services with the UN Convention on the Rights of Persons with Disabilities: Discussion (Resumed) (25 Nov 2021)
Pauline Tully: I would like to make a few comments and ask a few questions regarding the progressing disability model and the 91 new CDNTs. They were supposed to be established by the end of June. We are now being told that they will be established by the end of the year. I note that some are officially established, but that there are still delays in transferring information from one service to another....
- Joint Oireachtas Committee on Disability Matters: Aligning Disability Services with the UN Convention on the Rights of Persons with Disabilities: Discussion (Resumed) (25 Nov 2021)
Pauline Tully: The Minister of State mentioned SENOs. We need clarification about their role. The National Council for Special Education's website indicates that SENOs are supposed to support children and their families. I do not want to tar them all with the one brush. Some are excellent. I have met many in my career. Some are almost like guardians for the Department of Education, which is...
- Joint Oireachtas Committee on Disability Matters: Aligning Disability Services with the UN Convention on the Rights of Persons with Disabilities: Discussion (Resumed) (25 Nov 2021)
Pauline Tully: I have any number of other questions and comments that I would love to make but we are running out of time. I am conscious that it is almost 12.30 p.m. I might email the Minister of State if that is okay. I thank all the witnesses for coming, for their contributions and for answering the many questions and issues that were raised. They were very helpful.
- Joint Oireachtas Committee on Disability Matters: Aligning Disability Services with the UN Convention on the Rights of Persons with Disabilities: Discussion (Resumed) (25 Nov 2021)
Pauline Tully: Apologies have been received from Deputies Moynihan and Phelan, and Senator O'Loughlin. The purpose of today's meeting is to discuss aligning disability services with the UN Convention on the Rights of Persons with Disabilities, UNCRPD, in particular an update on progressing disability services. On behalf of the committee, I extend a warm welcome to the Minister of State at the Department...
- Education (Health, Relationships and Sex Education) Bill 2021: Second Stage [Private Members] (24 Nov 2021)
Pauline Tully: I welcome the Bill from the Social Democrats and agree that there needs to be a standardised teaching of health, relationships and sex education across all schools in Ireland. The RSE programmes in our schools leave a lot to be desired. While some improvements have been made over the years, they are still not adequate. A programme needs to be much more than a focus on the biological aspect...
- Saincheisteanna Tráthúla - Topical Issue Debate: Disability Services (24 Nov 2021)
Pauline Tully: We have obligations under the United Nations Convention on the Rights of Persons with Disabilities, UNCRPD, to ensure that disabled people are treated equally in society. We ratified the UNCRPD in 2018 but from what I can see, no progress has been made on this issue since then in the area of transport. It is a vicious circle. The Minister of State mentioned the free travel scheme and...
- Saincheisteanna Tráthúla - Topical Issue Debate: Disability Services (24 Nov 2021)
Pauline Tully: People with disabilities should be able to lead full and active lives within their communities but there remain many obstacles that work to prevent them from doing so. Access to personal transport is one of these. While improving access to public transport is an important issue in its own right, it is unreasonable to suggest it can address the transport needs of the many disabled people who...
