Written Answers — Department of Health: Health Services Staff (27 Apr 2023)

Colm Burke: 363. To ask the Minister for Health when all remaining eligible non-HSE and Section 39 workers who worked in healthcare settings during the Covid-19 pandemic who have not received the pandemic recognition payment will receive this payment; and if he will make a statement on the matter. [20104/23]

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (26 Apr 2023)

Colm Burke: I want to raise the issue of home school tutors. At the moment, they are regarded as self employed, yet they are paid by the Department of Education. They are on a category S stamp in relation to the social services. They are not entitled to get any benefits during the school holiday time period. It is my understanding that a number of cases are before the Workplace Relations Commission,...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (26 Apr 2023)

Colm Burke: Yes.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I wish to go back to the issue of the elective hospital. I know I dealt with it and the roll-out of this in the past week with the Minister. I am extremely concerned about CUH. The reason I raise the matter again is the issue of getting people out of CUH. It now appears that the bed management team have a huge problem in trying to get step-down facilities for people who require full-time...

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I know that, but I am talking specifically about Cork. We have a problem now in that we cannot physically get people out. We do not seem to have a co-ordinated plan in place for getting out people who have additional needs rather than the normal needs of a nursing home resident. The Minister may not have the answer, but I ask that this issue be looked at. There are at least six beds that...

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I got a reply from the HSE about a 90-year-old lady who lives on her own and who uses a walking frame to move around. The HSE replied that she is getting one hour a week. With all due respect, to say there is no waiting list for home care is wrong.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: On the issue of the 50-bed premises completed in Blarney, though, can we bring it on faster in order to assist the hospital in getting people out?

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: As to how bad it is now, though, this week I had two families on to me and they were being requested to be placed in a nursing home in Limerick. One of them was living just on the outskirts of Cork city and their elderly parent was asked to go into a nursing home facility in Limerick. There now needs to be a priority in dealing with that issue.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I appreciate that.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: What about the elective hospital?

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I have a letter dated 25 April from the deputy acting national director of change and innovation. It states that the HSE is working towards 2028 as an indicative timeframe for operational commissioning of elective hospitals in Cork and Galway.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: No. These are two families. Both patients referred to Limerick.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: Hold on a second. Surely if we get through design and planning by this time next year, it should not take another four years to build them.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I am concerned about the target date of 2028. Why can we not bring that forward? At least that would keep the pressure on. The letter I received is dated 25 April. This is the thinking at national level in the HSE. That is not acceptable.

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: Can the paediatric unit that has full planning be expedited?

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I fully accept that. I know there are challenges in getting staff. Can the conditions of employment of home care workers be reviewed with a view to trying to make it more attractive to come into that area? I fully accept that it is a challenge for management to get staff. Is it now time to look at the conditions, pay and all the issues relating to home care to see if we can encourage more...

Joint Oireachtas Committee on Health: Challenges in Hospitals: Minister for Health (26 Apr 2023)

Colm Burke: I thank the Minister.

Ceisteanna Eile - Other Questions: Community Development Projects (25 Apr 2023)

Colm Burke: I agree with my colleague from Cork North-Central. I happen to have been chairperson of Blackpool Community Centre a number of years ago - in fact, when we applied for planning permission for a community centre in Ballyvolane. Unfortunately, however, there were so many local objections that it never got planning. I think the mistake that was made in Ballyvolane was about a site not being...

Ceisteanna Eile - Other Questions: Departmental Funding (25 Apr 2023)

Colm Burke: I have been involved in a particular project with a number of community groups. The problem is that the route cuts across two local authorities. It is about getting co-operation. One is Cork City Council, the other is Cork County Council and the issue is whether it can be co-ordinated between the two. There must be buy-in by both authorities. It is a well-developed project by a small...

Ceisteanna Eile - Other Questions: Departmental Policies (25 Apr 2023)

Colm Burke: I thank the Minister. I very much welcome all the work that the Department is doing in town and village renewal to date but also that the Minister plans to have completed in 2023. I am wondering about the co-ordination between the Department and the local authorities because I have come across one issue recently in relation to the vacant property grant where an application was submitted...
