Paschal Donohoe: The constitutional status of Catalonia in Spain is currently the subject of public and political debate in Spain, including in Catalonia itself. As I have previously stated, it is a matter for the people of any country of the European Union to establish the arrangements for their own democratic governance and it would not be appropriate for me to comment on that process in any particular country.
