Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: This is important. It is about the database and the asset about which we are talking.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: I know but I want to get clarity on this. We are here to get clarity on the systems. This is a huge infrastructural undertaking and I do not envy what Bord Gáis has to do.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: What level of engagement have the witnesses with the local authorities and how much digitisation has occurred? I do not expect Mr. Mullins to answer that on the spot but I ask that he come back to us with the answer. I am aware, as is the Chairman, that local authorities have different asset management systems.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: This is key information that we need to understand because this is all very well but it is when we get to 2014 that we will see the problem.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: Is there a limit on that, in the sense that those tendering must have a turnover of €20 million? If so, it will exclude an awful lot of people.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: Yes, and the minimum limit would exclude a lot of people in the places Mr. Mullins has mentioned.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: The limits would exclude a lot of people with relevant experience. I am just making that point. The way the contract and the tender are established excludes a lot of people who would comply with many of the criteria outlined by Mr. Mullins. I know a number of such people and I am sure other Deputies do also. That is my only point.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: I thank Mr. Mullins and his delegation for taking on a large infrastructural project, and I wish them well.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Establishment of Uisce Éireann: Discussion with Bord Gáis Networks (6 Nov 2012)

Paudie Coffey: I shall briefly refer to the last topic that was discussed - that is, network connections located at the back of houses. I am from Waterford and I am aware that there is quite a large urban tract in Waterford city where all mains are serviced through the rear of properties. I ask that the assessment base compiled be conservative and favour the customer rather than the supplier. I want the...

Paudie Coffey: To ask the Minister for Finance the appeal mechanisms open to persons who currently have a pension bond who now wish to liquidate this bond in order to reinvest in a business, however the pension company are refusing to accede to the request; and if he will make a statement on the matter. [48148/12]

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Comprehensive Action Programme for the Reform of Local Government: Discussion (23 Oct 2012)

Paudie Coffey: I thank the delegation for coming before the committee because I believe communication and information around this document is essential even at this early stage. Many of the issues I wanted to cover have already been covered so I will ask some specific questions. The metropolitan areas are mentioned within the document and identified as being established within municipal districts. What...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Interim Report on National Climate Change Policy: Discussion with NESC (23 Oct 2012)

Paudie Coffey: I welcome the delegation and the report, which I believe will be of assistance in helping Ireland to devise a roadmap to deal with its carbon emissions. In the witnesses' view, how important is it to engage stakeholders directly in this process, including implementation, design and so on? Some organisations are of the view that we should develop policy and legislation first, following which...

Paudie Coffey: To ask the Minister for Finance if the practice of banks charging customers for the banks solicitors costs where loans are being re-structured is correct; his plans to ensure that banks pay for their own solicitors costs; and if he will make a statement on the matter. [45761/12]

Topical Issue Debate: Higher Education Institutions Issues (11 Oct 2012)

Paudie Coffey: I note the protocols and procedures to which the Minister of State referred in respect of second and third level. However, as the examples to which I refer illustrate, breaches have occurred. I am of the view, therefore, that there is a need to reconsider the position. I accept that primary schools are privately owned. However, the Minister of State should acknowledge the fact that...

Topical Issue Debate: Higher Education Institutions Issues (11 Oct 2012)

Paudie Coffey: I thank the Ceann Comhairle for allowing me the opportunity to raise this important matter of public interest, which is also of grave concern to me, especially given the recent revelations of how taxpayers' money has been spent in some of our educational institutions. For example, in Waterford Institute of Technology, the spending in the president's office alone increased from €30,000...
