Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: I thank Mr. Dollard. That concludes all the opening statements. I will ask members to indicate to ask questions. Can I get agreement from members that we will limit questions to just two minutes? We have limited time in the room.

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: We have less than two and a half hours left. I am in the hands of members. If they are agreeable, we will give five minutes each and that will allow a little bit of back and forth between witnesses and members.

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: Hopefully, it will be less of an interrogation and more of an enlightening session. I thank Deputy O'Sullivan. If witnesses joining us in the room and online wish to come in on a particular question, even if it is not directed to them, they may indicate to me by raising their hand in the room or using the raise hand function on Microsoft Teams. Did Deputy Dooley wish to go first? I...

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: This is the first of a series of sessions on the very big opportunity that exists and the challenges in achieving it, which is perhaps a more important discussion. The first question was to Mr. Dollard.

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: I thank Mr. Dollard and Senator Dooley. Time permitting, we will do a second round. Would any of the other witnesses like to comment on this particular set of questions?

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: I will bring in Mr. Cunniffe in a moment but I want to pick up the point about the supply chain and our competing with Scotland. What springs to mind is that Scotland has a very established oil and gas industry and it is perhaps somewhat ironic that it is the tradition it has in the sector that helps the country in the development of the offshore wind and hydrogen. It seems to be a very...

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: Deputy O'Sullivan is next.

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: I will bring Dr. Carton in but before I do, the obvious question regarding ammonia is around the losses involved. Ultimately, this comes down to the economics of providing green hydrogen in a cost-effective way and I would ask Dr. Cunniffe to include that issue in his response.

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: May I interject on the question on floating wind power? Is it fair to say that the thinking is changing now? If Deputy O'Sullivan or I were to ask about it a year ago, would the witnesses have given a different answer? It was said that floating wind power was to be post 2030, but Mr. Cunniffe is now saying that it can contribute to the 5 GW target.

Joint Oireachtas Committee on Climate Action: Energy - Ambition and Challenges: Discussion (1 Mar 2022)

Brian Leddin: Is it the case that the technology, the economics and the projections connected with floating wind energy have improved in recent months? When we were discussing this matter two years ago, there was nothing like the level of excitement or ambition that we are hearing now. Is there a message that needs to be made clear to the Government and State agencies about how the technology and the...
