Terry Leyden: On behalf of the House, I apologise to the Minister. There was a late change in the Order of Business which resulted in this situation. It is not normal. I was a Minister of State too and I came to the House many times as the Minister of State. In this situation, there was a change and we apologise to the Minister and thank him for coming.
