Joint Oireachtas Committee on Education and Skills: Science, Technology, Engineering and Maths, STEM, in Irish Education: Discussion (28 Feb 2023)

Pauline O'Reilly: Under the legislation, those students also have special needs. However, that gets dropped in schools and that is important.

Seanad: An tOrd Gnó - Order of Business (21 Feb 2023)

Pauline O'Reilly: I warmly welcome the latest round of cost-of-living supports announced by the Government today, particularly its focus on supporting those most in need. It was absolutely correct that the measures which the Minister, Deputy Eamon Ryan, had proposed around universal measures to apply over the winter proceeded and, indeed, a third round of €200 supports for everyone is to come in March...

Joint Oireachtas Committee on Education and Skills: North-South Student Enrolment in Tertiary Education: Discussion (21 Feb 2023)

Pauline O'Reilly: I thank the witnesses for their contributions. Last week, when we discussed the same topic, I asked about the numbers of students going to the UK - Scotland, England and Wales - versus how many are going to the North. It seems to be either comparable or there are more travelling across the sea. I would be interested in the views of the witnesses as to what might be driving that. It is...

Joint Oireachtas Committee on Education and Skills: North-South Student Enrolment in Tertiary Education: Discussion (21 Feb 2023)

Pauline O'Reilly: Money. I knew Professor Ó hÓgartaigh was going to say that. But it is important.

Joint Oireachtas Committee on Education and Skills: North-South Student Enrolment in Tertiary Education: Discussion (21 Feb 2023)

Pauline O'Reilly: I thank the panel for their contributions. First, I thank Dr. Soares and Professor McKenna for their long advocacy and work in the area of North-South co-operation when it comes to education. Indeed, I am interested in and will return to Mr. McKendry's programmes. What has changed since last year is we have legislation and we have work starting in the area recognises the problems that...

Joint Oireachtas Committee on Education and Skills: North-South Student Enrolment in Tertiary Education: Discussion (21 Feb 2023)

Pauline O'Reilly: It is not that I am saying one jurisdiction is better or worse than the other in regard to policy. I am wondering if there is an issue if the model is completely driven by one jurisdiction's policy when people are then going south into a different jurisdiction. We need that kind of thinking here, that if you are completely educated in one model, not to say it is not better or worse, then...

Seanad: Domestic Violence (Amendment) Bill 2023: Second Stage (15 Feb 2023)

Pauline O'Reilly: I will be very brief. I congratulate my colleague, Senator Martin, on pursuing this and I give very significant thanks to Noeline Blackwell for all her work, not only on legislation but also in advocacy down through the years. It is quite interesting that so much legislation on violence against women, in particular - it is predominantly women who are impacted by this legislation - has come...

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: I thank the witnesses for attending. I appreciate it. This is an important topic. I have questions on planning, and we might have an opportunity to deal with them at a future point. What has been achieved in new builds emphasises the importance of compulsory action. Guidance is all well and good, but when we get down to it, people choose things that are familiar or feel like the best...

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: Of course.

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: But not quite like "here is what 86% looks like, compared to the overall building stock".

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: What do we need to get to for the existing stock because 2050 is a long way away and people are now putting in oil burners and gas burners? What is the intermediate step?

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: Yes, it is not about the retrofitting. It is about the embodied carbon. The witness is really only addressing the new buildings that are part of that.

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: That is a fair summary of what I am asking because we are getting very specific figures on new builds but we are not getting any specific figures on older buildings. That is really my point and therefore, I cannot really see what how we are advancing, other than to say this is the number of retrofits but that does not really get us to where we need to be. I did have other questions as well...

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: Is there an opportunity to put some of this into the local authority climate action plans?

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: Obviously, it is welcome. I am just wondering whether it is a missed opportunity to go beyond that. New buildings will have much higher ratings, but we also want to see older buildings brought back into the use. I do not know why there would be two different standards.

Joint Oireachtas Committee on Climate Action: Building Reform Regulations: Department of Housing, Local Government and Heritage (14 Feb 2023)

Pauline O'Reilly: My question is not really about that target. My question is about carbon and the target for buildings. I want to know the overall amount of carbon from each of the different elements. That gives a better idea of how much work needs to be done by the existing stock because I do not think we have that. I am not seeing that today.

Joint Oireachtas Committee on Education and Skills: North-South Enrolment in Tertiary Education: Discussion (14 Feb 2023)

Pauline O'Reilly: I thank all the witnesses for coming today. In some ways they are coming to us too early and in other ways it is quite late. Deputy Conway-Walsh spoke about the numbers of people who feel they do not have a connection with the North. However, this should not be just about creating links with Northern Ireland; there needs to be something in it for each student. That is the reason students...
