Committee on Drugs Use: Drug Use Policy: HSE, Department of Justice and Department of Health (20 Jun 2024)

Lynn Ruane: My second question is on grooming. I have always had a personal issue with this because, for me, poverty and the environment are why grooming happens, yet we seem to want to target particular groups and say they are responsible for the grooming of those in this or that age group. Within the policy or the legislation, is it possible that an 18-year-old can be charged with grooming a 15-year-old?

Committee on Drugs Use: Drug Use Policy: HSE, Department of Justice and Department of Health (20 Jun 2024)

Lynn Ruane: That is extremely problematic. When we look at the nature of some communities and their access to youth work, we see young people as being those up to the age of 23. They do not just go from being a child to being an adult. The sequence of grooming is complex in the sense that there are many people who live in the same community who are being given the same access to the same illegitimate...

Committee on Drugs Use: Drug Use Policy: HSE, Department of Justice and Department of Health (20 Jun 2024)

Lynn Ruane: I know that. However, I had a Commencement matter recently in reply to which it was stated that the Department was moving to over-the-counter access. I want to know the current position.

Committee on Drugs Use: Drug Use Policy: HSE, Department of Justice and Department of Health (20 Jun 2024)

Lynn Ruane: On the street about a week and a half ago, I encountered a suspected overdose. I would not be able to tell, but I suspected that it was an overdose. I checked her and she had no naloxone. The experience was difficult because nobody wanted to help me put her in the recovery position. They did not even want to touch the girl. It was a really horrible experience. I am used to overdoses. I...

Committee on Drugs Use: Drug Use Policy: HSE, Department of Justice and Department of Health (20 Jun 2024)

Committee on Drugs Use: Drug Use Policy: HSE, Department of Justice and Department of Health (20 Jun 2024)

Lynn Ruane: That is very much appreciated. We will definitely write to the members of the committee to see how we organise that. It is very useful. This has been an extremely informative morning. We got through a lot of different issues and I thank everyone for their patience and for their latitude in terms of time. I thank our witnesses for engaging with the committee today. Their contributions...

Seanad: International Protection, Asylum and Migration: Motion (19 Jun 2024)

Lynn Ruane: The Minister is very welcome. I have been listening to some of the comments. I would obviously like to add my voice to that of Senator Higgins in the context of how well she captured some of the larger problems at play with regard to seeing where we stand. Especially since things have escalated in Palestine, I found myself going back to read Hegel in order to try to understand how progress...

Seanad: International Protection, Asylum and Migration: Motion (19 Jun 2024)

Lynn Ruane: The Minister has made a few unfair comments. It is unfair because we have hardly had the opportunity to engage in-----

Seanad: International Protection, Asylum and Migration: Motion (19 Jun 2024)

Lynn Ruane: It is an unfair accusation. There are plenty of bodies that have tried to put forward a solution.

Seanad: International Protection, Asylum and Migration: Motion (19 Jun 2024)

Lynn Ruane: It is an unfair comment and patronising.

Seanad: Health (Assisted Human Reproduction) Bill 2022: Second Stage (13 Jun 2024)

Lynn Ruane: I will be brief and refrain from making many contributions until we get to Committee Stage. The message is not at all that surrogacy is great, but that surrogacy is unfortunately necessary for some people. It is about the necessity of surrogacy so some people can enjoy a family life in they way they intended to. There is also sometimes a misunderstanding of what altruism means....

Committee on Drugs Use: Citizens' Assembly on Drugs Use: Discussion (13 Jun 2024)

Lynn Ruane: I acknowledge that Senators O’Hara and Seery Kearney are online and listening in but, given their location, they will not be able to contribute. I call Deputy Kenny, who is visiting the committee.

Committee on Drugs Use: Citizens' Assembly on Drugs Use: Discussion (13 Jun 2024)

Lynn Ruane: I will move on. I think we will go into a second round but I want to ask a few questions before we do. There are lots of conversations there and from my contribution I would rather focus on recommendation No. 17. When we look at the caveats relating to the citizens' assembly and what it laid out, it is really about understanding the assembly's idea of what decriminalisation actually is and...

Committee on Drugs Use: Citizens' Assembly on Drugs Use: Discussion (13 Jun 2024)

Lynn Ruane: Does that still involve a garda stopping and searching you, finding you are in possession, and him deciding whether you need diversion? The whole threat of stop and search is criminalisation back a step because it still involves policing. Should you only be stopped and searched if there is suspicion around whether you are selling drugs or involved in the sale and supply? A person who is on...
