Seanad: Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (5 Nov 2013)

John Kelly: Somebody has to get hurt in this.

Seanad: Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (5 Nov 2013)

John Kelly: May have my three minutes?

Seanad: Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (5 Nov 2013)

John Kelly: In regard to the talk of cuts to social welfare for those aged under 26 years, I understand nobody is sustaining a cut. A cut occurs when one is in receipt of money which is then taken away. Whatever rate of payment these individuals are on, they will retain it.

Seanad: Social Welfare and Pensions Bill 2013: Second Stage (Resumed) (5 Nov 2013)

John Kelly: That is my understanding of it. There are many married couples who are younger than 26 years. They will not be affected by these measures once they are married. The Senator probably did not know that. As regards education and training schemes, I worked with young people over the years as a community welfare officer. I remember people who came into my office to sign on at the age of 18,...

Seanad: Order of Business (5 Nov 2013)

John Kelly: No.

Seanad: Order of Business (5 Nov 2013)

John Kelly: The father has told me that if he has to pay this-----

Seanad: Order of Business (5 Nov 2013)

John Kelly: I will ask a question on this matter. I am not seeking an Adjournment debate on it. May I finish? This man will not be able to pay his mortgage if this happens.

Seanad: Order of Business (5 Nov 2013)

John Kelly: Worse still, he acknowledges that his child is holding up a bed in Crumlin hospital. I was also told of another child, who happens to be related to me - a newborn baby - that has been waiting for ten days to get into Crumlin Hospital. The actions of the PCRS in refusing medical cards has a wide effect. Young children and babies are being affected and cannot get into Crumlin hospital,...

Seanad: Order of Business (5 Nov 2013)

John Kelly: I support the calls by Senators Whelan, O'Neill and Cullinane for a broad debate on the Grid25 project. I have raised the issue on numerous occasions. Does the Department of Communications, Energy and Natural Resources and EirGrid have a sense of the feelings that exist among people who are opposed to these pylons being erected within 50 m of their homes? People across the country are...

Seanad: Order of Business (24 Oct 2013)

John Kelly: I will be brief. I have a question again for the Leader on the murder of Fr. Niall Molloy. A good number of weeks ago, I raised it here and I asked that the Leader bring it to the attention of the Minister of Justice and Equality so that we may get answers. The full investigation has taken place. The family deserve closure on this. Indeed, Fr. Molloy will not rest in peace until such...

Seanad: Order of Business (23 Oct 2013)

John Kelly: I support Senator Landy's call for a reversal of the proposal to take away tax credits from what will be, in the main, separated fathers. As the Senator noted, and as I am well aware, there are many separated fathers who provide as much care for their children as the principal carer does. This would be a retrograde step. In recent times some separated fathers were granted the child...

Seanad: Order of Business (23 Oct 2013)

John Kelly: I am not looking for an Adjournment debate because there was one yesterday and I did not learn anything from it. I am looking for a broad debate in the House, with the Minister. All Senators present can contribute. What EirGrid is doing-----

Seanad: Order of Business (23 Oct 2013)

John Kelly: -----is a tick-boxing exercise. The sad thing is that when one comes to Dublin the place is alive and there is plenty of work but there is no work in rural Ireland. All rural Ireland is being used for is wind farms and pylons - nothing else.

Seanad: Gas Regulation Bill 2013: Second Stage (17 Oct 2013)

John Kelly: There is song that goes with it.

Seanad: Gas Regulation Bill 2013: Second Stage (17 Oct 2013)

John Kelly: I wish to share time with Senator Jimmy Harte. I welcome the Minister to the House and support the Bill. I propose to deviate slightly in saying a few words and asking some questions. I welcomed the Corrib gas project when it commenced some years ago on the basis that it provided an opportunity for development in a rural area. Despite my best efforts and the endeavours of others, Bord...

Seanad: County Enterprise Boards (Dissolution) Bill 2013: Second Stage (2 Oct 2013)

John Kelly: I welcome the Minister of State to the House. As a former member of a county enterprise board, I applaud the great work the boards have done over the years. There is much to be said for the county enterprise board structure that is in place at present. There is cross-party and cross-community involvement on the boards. I once attended a county enterprise board meeting at which two...

Seanad: Order of Business (2 Oct 2013)

John Kelly: I support my colleague, Senator Moloney, in respect of social welfare overpayments. As I watched her on the monitor, I was dealing with such a case. A lady who was widowed 16 years ago received a widow's pension and informed the Department when she got a job two years later. It did not act on that information.

Seanad: Order of Business (2 Oct 2013)

John Kelly: Ten years later, the Department sent her a bill for €54,000 when the mistake was clearly its own. Like Senator Moloney, I call on the Minister to ensure that the onus to repay should not be on the person in such cases.

Seanad: Order of Business (2 Oct 2013)

John Kelly: This is purely a mistake by the Department. It should live with the loss.

Seanad: Order of Business (1 Oct 2013)

John Kelly: I support my colleague, Senator John Whelan, in his calls for an extension of time for the registration of off-the-road vehicles. I witnessed the difficulties in Roscommon. Yesterday morning, there was a queue three wide and 150 m long and that was the case until 3.30 p.m. Clearly, thousands of people were unable to register their vehicles yesterday. Many of them I spoke to were unable to...
