Enda Kenny: The commitment here is to ratify the convention but the way it will be dealt with is to implement the necessary pieces of legislation first. Other countries have signed the convention and do the legislation retrospectively. It was withdrawn and an apology was issued. No patient should be discharged from hospital unless he or she is medically fit to be discharged and where there is an appropriate place for him or her to go.
