Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report and Final Stages (2 Feb 2022)

Martin Browne: We have had meetings and meetings about this. There was just nothing at the committee meeting regarding the amendments. No matter what the Opposition put through that evening it was not going to be accepted. I ask the Minister to listen to Deputies Sherlock and Cairns. They are telling the Minister, as are the foresters, that this kind of amendment will only improve the system we are all...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2022
Vote 30 - Agriculture, Food, and the Marine (Revised)
(2 Feb 2022)

Martin Browne: I thank the Minister for coming. Under programme A, it is noted that the number of import controls will fall to 75,000 in 2022, down from pre-Brexit estimates of 500,000. Is the Minister or the Department doing any forecasting on how this will pan out in subsequent years? Have the staff who were performing these tasks beforehand been reassigned?

(2 Feb 2022)

Martin Browne: In programme B, the number of applicants under the organic farm scheme was 1,570 in 2020 and the target for 2021 was 1,800 and is the same for this year. Do we know what the figure was for 2021? Is the 2030 target a realistic one and what is that based on?

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2022
Vote 30 - Agriculture, Food, and the Marine (Revised)
(2 Feb 2022)

Martin Browne: I hate to come back to forestry again because we are blue in the face talking about it. The Minister says he is putting in the funding to reach the target of 8,000 ha but we will not reach it, no matter what spin the Minister puts on it. We need to be honest with the public at this stage and tell them we are not going to reach this. Does the Minister have confidence that we will reach that...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2022
Vote 30 - Agriculture, Food, and the Marine (Revised)
(2 Feb 2022)

Martin Browne: Will the Minister comment on claims made by the Minister of State, Senator Pippa Hackett, in a recent press release that the backlog of forestry licence appeals has been dealt with? That is clearly not the case. I note the Minister copied the same line in his opening statement. From what we know at the moment, the backlog alone will take until October to clear and there is nothing new...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2022
Vote 30 - Agriculture, Food, and the Marine (Revised)
(2 Feb 2022)

Martin Browne: The Minister has answered my next question as I was going to ask him for a prediction on the afforestation licences. He is saying the figure will double over the next 12 months or so. We will hold him to that. Given the value of total seafood sales and exports have continued to drop, what is the Minister's forecast for this year and going forward?

Martin Browne: The exports have continued to drop. What is the Minister's forecast for the period ahead? If he does not have that information, he can come back to me.

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2022

(2 Feb 2022)

Martin Browne: The dispute on the Northern Ireland protocol has escalated. The Minister of Agriculture, Environment and Rural Affairs in Northern Ireland, Mr. Edwin Poots, has ordered that agrifood checks on the Irish sea border cease at midnight tonight. I ask the Minister to comment.

Child and Adolescent Mental Health Service: Motion [Private Members] (1 Feb 2022)

Martin Browne: What we have seen in south Kerry recently indicated the challenges facing young people in securing the appropriate mental health services in a system that has not been designed around their needs. The lack of resources and the poor roll-out of mental health supports in general, but particularly for young people, has been well known for some time. It has been made worse by a lack of urgency...

Higher Education Authority Bill 2022: Second Stage (Resumed) (27 Jan 2022)

Martin Browne: There has been much good news for County Tipperary with the establishment of the Technological University of the Shannon, which will host more than 14,000 students across six campuses, including Clonmel and Thurles. It is past time that we saw positive developments such as this for my county. Now that such changes and reforms are being made, the Bill is of extreme importance. Sinn...

National Broadband Plan: Statements (27 Jan 2022)

Martin Browne: I would like to remind Deputy Moynihan - although I agree with him that it has started to roll out - that for every place that he can name, we can name another place that is caught for broadband. We all agree that it should be in new housing estates, but the Government needs to start building those houses first. This week, the Tánaiste outlined the 13 reasons employers will be able...

Youth Mental Health: Statements (26 Jan 2022)

Martin Browne: This week I received an email from a 16-year-old girl from County Tipperary concerning what she termed the mental health crisis in Ireland. Like so many others of her age, she has lost several friends to suicide. She related to me that when she was feeling that way as well, she presented to the hospital only to be sent home four hours later. She is still affected, and has since appealed to...

Post-European Council Meeting: Statements (26 Jan 2022)

Martin Browne: I will begin by expressing my deep concern about the current situation at the Ukrainian border, where an estimated 100,000 Russian soldiers are gathered. I note among the conclusions of December's meeting that the European Council reiterated its full support for Ukraine's sovereignty and territorial integrity and has warned that any further military aggression against Ukraine will have major...
