Thomas Byrne: I raise this question in relation to the scandalous recent and ongoing delays in illness benefit payments. The introduction of the new IT system platform launched in the summer was very poorly handled. Constituents cannot understand how the most vulnerable citizens, those who are working and have had to leave employment because of serious illness, are left in a completely penurious state....
