Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Paul Gavan: There is great merit in amendment No. 11 because it puts in an appropriate safeguard and makes those involved in this process aware of the fact that there is a safeguard that has to be respected. I cannot see what damage including this amendment would do to the Bill. It would only enhance it and I ask the Minister to give it due consideration.

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Paul Gavan: I want to support this amendment in particular. I think it goes to the heart of the broader conversation we need to have about education and about the necessary separation of church and State in a true republic. We welcome this Bill. We welcome it as a step towards removing the baptism barrier. However, as my colleague has just pointed out, it does not actually remove the baptism barrier....

Seanad: Education (Admission to Schools) Bill 2016: Committee Stage (20 Jun 2018)

Paul Gavan: I express my party's support for this motion. Senator Ó Ríordáin is correct that this comes down to class and this is a convenient way of keeping boys and girls from the less well-off backgrounds, in a socioeconomic sense, out of schools that have traditionally kept out such pupils. I challenge the Minister as people across all parties aspire to republican principles. This...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: I thank Dr. Quinn for her presentation and her answers, which have been very helpful. I had three wide-ranging questions, the first of which is straightforward. What is the Department's position on sparkassen banks and their possible entry into the Irish marketplace? This has been around for a couple of years. The committee members are hoping to visit Germany in the near future. It would...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: I thank the Chairman for elucidating. She is absolutely right and I understand what she is saying. Perhaps it is something at which the Government might need to look. It strikes me that for those involved in small or medium enterprises, Sparkasse banks would make a significant difference in some circumstances. It is certainly relevant, but I take the point made. I will talk about...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: The law requires seven individuals to set up a worker co-operative, which makes it really hard. Changing the number from seven to three would make it a lot easier to set up a small business as a co-operative. That is a practical suggestion we would like to put to the Department.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: I take the point Ms Power made about the consultation paper. Is it fair to say there is not a lot going on in the Department in developing worker co-operatives?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: I understand that, but if one looks at what is happening across Europe, governments are being proactive and actively promoting worker co-operatives as a distinct entity. Is it not an avenue the Department has considered going down?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: I ask the Department to look at it. I have a final set of questions. The expansion of work permits was mentioned. The minimum remuneration threshold is €22,000 across key sectors such as agriculture. I have a particular concern. The work permit programme for the fisheries sector was disgracefully run. Two weeks ago the International Transport Workers Federation told us that...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: Perhaps Ms Quinn might forward it to us.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: That strikes me as very high.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: There is a broader concern. As a trade union colleague said to me some time back - if he is wrong, I will hold up my hands - apparently, there are more dog wardens than labour inspectors in Ireland.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: How many labour inspectors does the Department have?

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: I apologise for interrupting Dr. Quinn. They told us that they would not be able to maintain the level of supervision and inspections of last summer.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Statement of Strategy 2018-2021: Engagement with the Department of Business, Enterprise and Innovation (19 Jun 2018)

Paul Gavan: That is true, but there are very few workplaces that are subject to human trafficking.

Seanad: Order of Business (19 Jun 2018)

Paul Gavan: I want to begin by agreeing entirely with my colleagues, Senators Lawless and Mark Daly, regarding the horrors currently happening in America. While I have always been critical of many aspects of American policy, I never thought I would see the day when children would be separated from their parents and kept in cages. It is horrific and has echoes of the worst kind of 1930s politics. When...

Seanad: Order of Business (30 May 2018)

Paul Gavan: I want to bring to the attention of the House very real concerns in regard to what is happening in University Hospital Limerick. I am not just talking about the ongoing scandal of the emergency department and the ever-worsening trolley crisis, which is desperate, but there is something altogether more sinister apparently happening within the hospital. I can tell the House that the...

Seanad: Order of Business (30 May 2018)

Paul Gavan: Well said.

Joint Oireachtas Committee on Education and Skills: National College of Art and Design: Chairperson Designate (29 May 2018)

Paul Gavan: I thank Dr. Thorn for his presentation. The key question of funding came through in the presentation. I was struck by Dr. Thorn's comment that he is "agnostic" with regard to the Cassells report. I must question this because I do not understand how he can be agnostic about it. There are three clear options here. Which one would Dr. Thorn prefer to see? Each one has different outcomes...

Joint Oireachtas Committee on Education and Skills: National College of Art and Design: Chairperson Designate (29 May 2018)

Paul Gavan: It is very important that we hear this message from the witness, so I thank him.
