Public Transport Regulation Bill 2009 [Seanad]: Second Stage (Resumed) (10 Nov 2009)

James Bannon: -----when he was canvassing during the Lisbon treaty referendum campaign. Everyone in the House should give credit to Deputy Kenny for the way in which he drove the Lisbon agenda forward and helped to get the treaty adopted. He has shown real leadership, not only in this country, but throughout Europe and we are all very proud of him for that.

Public Transport Regulation Bill 2009 [Seanad]: Second Stage (Resumed) (10 Nov 2009)

James Bannon: There is a popular misconception that the rural transport scheme is solely directed at the elderly. This is untrue, since the scheme is open to anyone living in a remote area who wishes to access local towns or villages. For those under the age of 65 years, the cost of the return journey is €4 and a one way journey costs €2. There is currently a marked gender imbalance in the uptake of...

Public Transport Regulation Bill 2009 [Seanad]: Second Stage (Resumed) (10 Nov 2009)

James Bannon: Drinking and socialising in country areas is an issue because it is becoming more and more restricted. The rural bus scheme is primarily a daytime scheme, providing access to banks, post offices, hospitals, chemists and retail outlets. It is obvious that Mr. McCarthy never lived in isolation in rural Ireland or he would not have threatened a vital lifeline for those who do. I hope he will...

Public Transport Regulation Bill 2009 [Seanad]: Second Stage (Resumed) (10 Nov 2009)

James Bannon: I raised the possibility of providing a central rail link, linking towns in the midlands such as Athlone, Mullingar, Longford, Portlaoise, Roscommon, Cavan and Edgeworthstown. There could be spurs off this central line. It would improve the rail infrastructure for the entire midlands area. In addition to joining up Athlone to Mullingar, the central line would be of great benefit to schools...

Public Transport Regulation Bill 2009 [Seanad]: Second Stage (Resumed) (10 Nov 2009)

James Bannon: I will wind up now. The proposed new licensing system states that Dublin Bus, Bus Éireann and Irish Rail are not subject to the new system as they come under the direct award contract. The Bill also allows the new national transport authority to renew contracts under direct award without being subject to the tendering process. This is unfair and no matter where one goes in Europe, one...

James Bannon: I would like to have more time because I have much more to say on this subject.

Requests to move Adjournment of Dáil under Standing Order 32 (10 Nov 2009)

James Bannon: I seek the adjournment of the Dáil under Standing Order 32 to raise a matter of national importance, namely, the delay by the Government in the roll-out of privatised speed cameras, which is leading to an increased number of collisions throughout the country, with resultant fatalities and serious injuries.

Order of Business (10 Nov 2009)

James Bannon: There are two Bills pending which are both urgently needed to tackle the growing exploitation and abuse of children, albeit from different perspectives, namely, the child care (collection and exchange of information) Bill and the criminal law (sexual offences) Bill. When can we expect publication of those Bills?

Health Service Staff. (5 Nov 2009)

James Bannon: I thank the Ceann Comhairle for affording me time to raise this important matter on the Adjournment, namely, the need for the Minister for Health and Children to outline her position in relation to the issuing of bogus appointments for a consultant who left the Midlands Regional Hospital, Mullingar, County Westmeath, last March and whether she stands over these actions, particularly if they...

[39761/09]

Departmental Expenditure. (5 Nov 2009)

James Bannon: The Minister has proved himself a very weak performer at Cabinet level to allow such a drastic cut in funding for the roads programme. The planned cut will have a devastating effect on the condition of the country's roads. A cut of €36.2 million in funding for county roads is deplorable. Does the Minister realise the serious effect this will have on the quality of our roads? There is...

Departmental Expenditure. (5 Nov 2009)

James Bannon: In addition, the continuation of the motorway from Mullingar to Rooskey is not getting the priority it deserves from the Government, despite the promises made in the last general election campaign. Furthermore, the main north-south artery through the midlands, the N55, was described in a recent report as the road to hell. It is one of the worst roads in the country.
