David Norris: I am not sure whether the Minister will answer the two queries I had subsequent to that. He has answered the first one inadequately but still he has answered it. I am curious as to what are the special accounts. I also made reference to the vagueness of the phrase "as soon as may be". Perhaps the Minister does not want to answer these questions.
