- Joint Oireachtas Committee on Agriculture, Food and the Marine: Island Fisheries (Heritage Licence) Bill 2017: Discussion (Resumed) (12 Jun 2018)
Martin Kenny: May I come back for clarification?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Island Fisheries (Heritage Licence) Bill 2017: Discussion (Resumed) (12 Jun 2018)
Martin Kenny: Mr. Boyle mentioned an island fisherman who had the biggest boat in the country. How did he get it onto the island if there are no piers and how did he get home at night?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Island Fisheries (Heritage Licence) Bill 2017: Discussion (Resumed) (12 Jun 2018)
Martin Kenny: Sorry. I thought he was fishing off the island. It was suggested that there were no facilities on the island for larger boats. Mr. Murphy referred to the 1% issue as regards the trading quota. We need to look at this because some people would only need a percentage of the 1%, on account of the amount of fish there is around the island. They might need a little bit more for other species...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Island Fisheries (Heritage Licence) Bill 2017: Discussion (Resumed) (12 Jun 2018)
Martin Kenny: Do we do that in Ireland?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Island Fisheries (Heritage Licence) Bill 2017: Discussion (Resumed) (12 Jun 2018)
Martin Kenny: I thank the witnesses for their presentations. I want to get to the heart of a few issues. On one, I will pose a question to all of the witnesses. How have the fishing restrictions affected the island communities? Other witnesses have told us that fishing opportunities exist but are not being taken up. If so, the report of the previous committee would not have suggested the need for an...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Island Fisheries (Heritage Licence) Bill 2017: Discussion (Resumed) (12 Jun 2018)
Martin Kenny: I thank all the witnesses for answering the questions. Even now I am learning about this. One of the things I am still confused about, and about which I asked Mr. Patrick Murphy, is the trading of quota. There was talk of trade. Before Mr. Murphy left, I spoke to him again about it. He said that if a producers' organisation, PO, has a share of quota that its fishers are not able to use,...

- Written Answers — Department of Agriculture, Food and the Marine: Departmental Schemes (12 Jun 2018)
Martin Kenny: 988. To ask the Minister for Agriculture, Food and the Marine further to Parliamentary Questions Nos. 1155, 1156, 1158 and 1160 of 16 January 2018, when a response will issue in view of the provisions contained in Standing Order 42A(1)(b) of Dáil Éireann (details supplied). [25192/18]
- Other Questions: Electric Vehicles (31 May 2018)
Martin Kenny: I concur with much of what has been said. I wrote to the Minister last year to point out that in Ballyshannon and Bundoran in County Donegal there were two electric vehicle charge points. Both were taken away and not replaced. That is happening in many places throughout the country. Electric car owners plan their journey because they have to charge them. When they travel and stop...
- Written Answers — Department of Communications, Climate Action and Environment: National Broadband Plan Implementation (31 May 2018)
Martin Kenny: 20. To ask the Minister for Communications, Climate Action and Environment the status of the roll-out of the national broadband plan in isolated rural areas. [19080/18]
- Other Questions: Trade Agreements (30 May 2018)
Martin Kenny: 49. To ask the Minister for Agriculture, Food and the Marine the estimated effect on Irish farming of the go-ahead recently given by the EU to begin trade negotiations with Australia and New Zealand which are stated to be leading to free trade agreements with both nations, especially in the context of Mercosur. [23722/18]
- Other Questions: Trade Agreements (30 May 2018)
Martin Kenny: We heard recently that the EU is now entering into trade negotiations with Australia and New Zealand and that this will lead to a new free trade arrangement between both nations and the EU, especially in the context of what is happening in regard to Mercosur. It is raising some concerns for the farming community and I would like to hear the Minister's view on the effects that will have on...
- Other Questions: Trade Agreements (30 May 2018)
Martin Kenny: I understand the negotiations are at a very early stage but the Minister will appreciate people's concerns when they hear about it. There is an irony in all of this because as an exporting country we are trying to export our beef and dairy products to every corner of the world yet we have this belief that anything that comes near us is a problem. We will have to have a conversation at some...
- Other Questions: Trade Agreements (30 May 2018)
Martin Kenny: It is about a balance and trying to find what is in it for both sides of the table. The Minister stated in his reply that there may be export opportunities in terms of spirit drinks. I understand we are already exporting some product to these countries and I have been told there is quite an opportunity in that area. How much work has been done by Bord Bia or by the Department to try to...
- Other Questions: Trade Agreements (30 May 2018)
Martin Kenny: We were not too bad.
- Other Questions: Farm Data (30 May 2018)
Martin Kenny: 48. To ask the Minister for Agriculture, Food and the Marine his plans to deal with low farm income in the cattle rearing and sheep farming sectors as outlined in the Teagasc national farm income survey which showed that direct payments make up 113% of income for these farmers; and the way in which he plans to redress this imbalance under the new Common Agricultural Policy arrangements by...
- Other Questions: Farm Data (30 May 2018)
Martin Kenny: The Teagasc national farm income survey indicates sheep farming and cattle rearing is at a low rate for many farmers, which is alarming, particularly with the new Common Agricultural Policy, CAP, being put in place. Will the Minister give us absolute reassurance that these sectors will be targeted and looked after to ensure imbalances will be taken care of as we move into the future?
- Other Questions: Farm Data (30 May 2018)
Martin Kenny: This is probably a continuation of our previous questions. For very many farmers, the issue is, as the Minister states, 100% of the income comes from those payments. That is the problem. For very many of them, the payments are too low and they are not able to manage. There is an opportunity with CAP to do something about that with basic and direct payments. I suggest there should be...
- Other Questions: Farm Data (30 May 2018)
Martin Kenny: Everywhere.
- Other Questions: Farm Data (30 May 2018)
Martin Kenny: We are on the same page with much of this but the difficulty is we really need to see this opportunity through now. There is a crisis. Deputy Scanlon is correct and there are many farmers in serious trouble. These are mainly the people with suckler cows and sheep who have bad land and no other options. What will they do? We need to do something for them now to ensure the family farm...
