Susan O'Keeffe: I do not mean here this morning, I mean in Mr. Nava's work in recent years.
- Committee of Inquiry into the Banking Crisis: Context Phase (5 Feb 2015)
Susan O'Keeffe: Did that include Professor Black?
- Committee of Inquiry into the Banking Crisis: Context Phase (5 Feb 2015)
Susan O'Keeffe: Probably not.
- Committee of Inquiry into the Banking Crisis: Context Phase (5 Feb 2015)
Susan O'Keeffe: Given his criticism of the system previously, and his criticism of the current system, would it be useful for Mr. Nava and his colleagues to engage with Professor Black, at least to hear what he might have to say, not only at our hearing but in a broader context, because he is very specific that he does not have faith either in the system that was there or the system that is here now?
- Committee of Inquiry into the Banking Crisis: Context Phase (5 Feb 2015)
Susan O'Keeffe: It was Mr. Nava's mechanism that changed supervisory responsibility for the 120 largest banking groups. If I understand it correctly from his statement, this supervision is now with the European Central Bank.
- Committee of Inquiry into the Banking Crisis: Context Phase (5 Feb 2015)
Susan O'Keeffe: What is the benefit of giving the 120 larger banks to the European Central Bank and setting the others in a separate place? Does that not give us more belief in the idea of banks being too big to fail and that they need extra special help, supervision or status?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: I thank the witnesses for a very clear presentation. They and others in the sector have lobbied very actively. That is hardly surprising given that this came as a bolt out of the blue. Nobody saw it coming and therefore nobody knew how to react. There is a shock element in being suddenly railroaded in a new direction. What do the witnesses think about why they were asked to tender or why...
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: I have heard others in the sector make that argument. Why would Government want to squeeze the sector?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: In its letter the Department of the Environment, Community and Local Government states in response to question 8:The programmes [sic] three high level goals are reflective of its aim. The priority will be to focus on ensuring that the needs of the most disadvantaged communities are protected, that ancillary costs are minimised and that disadvantaged communities will benefit from a more...
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: It largely applies across the sector, but of course Ms McCarthy can speak only from her own experience. The Department states that it will protect and is going to deliver to the most disadvantaged. It is a piece of paper but it is a declaration of intent. Does this declaration of intent have no value?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: The witnesses said that they would like to remain funded through the grant system. Some people would argue that is at the core of the problem. People who get grants have a grant mentality and ought to move to a different mentality. I have heard very clearly the witnesses’ criticisms of the tender system, but is there some grain of truth in the argument about the grant mentality? I...
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: Yes, the grant mentality means that people never drive at greater efficiency. The witnesses argue that they have done so and I do not doubt that. There is something about that whole grant mentality structure and I wonder whether tendering was brought in to try to find an alternative way around this, albeit that the tendering system has many flaws and the witnesses have highlighted some of...

Susan O'Keeffe: Approximately what is the budget for the total group?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: Does each and every member have to go through that process for its portion of the €1.3 million? Are there 15 copies of plans and reviews?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: Yes. Given that one of the key points that is made about the lack of capacity in tendering is that one cannot capture social capital, is there any point in having a little extra information or asking someone, even if it is very briefly, to clarify the matter?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: I am sorry not to be able to propose somebody but I am sure it will be evident to someone else who would be useful, specifically in the area of tendering, which is at the core of what has changed. That might throw some light on the reasons it might have happened and the failures of it that have been outlined. It might be of assistance to the committee. I am not talking about a long session...
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: I wish to make a point of clarification.
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: Ms Muldowney referred to 15 members. The tender would allow for the money to be distributed to the 15 and they would not all have to do all the work. In terms of the 15 reports they are all writing and the 15 reviews, is the point of the tender not that only one is made?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: Is that not an outcome that would save money?
- Joint Oireachtas Committee on Public Service Oversight and Petitions: Tendering of the Social Inclusion and Community Activation Programme: Discussion (28 Jan 2015)
Susan O'Keeffe: It was just a thought, that resources could be saved.
