Thomas Pringle: There is little use in labouring this point too much. The Minister gave one definition of "in so far as is practicable" and I expect the Department could come up with many other definitions that would not be as motherhood and apple pie as the definition the Minister has given. That is the crux of the problem. The definition is too wide open and, for that reason, it has to be opposed.
