Order of Business (11 Feb 2009)

Enda Kenny: It is.

Order of Business (11 Feb 2009)

Enda Kenny: The Ceann Comhairle is independent of any Member of the House. We do not know what decision he will make on the private notice questions. I propose a 90-minute debate at the end of business so the Taoiseach can give an explanation to the House of the circumstances surrounding——

Order of Business (11 Feb 2009)

Enda Kenny: ——the transfer of €7 billion to Anglo Irish Bank, which is the same amount the Government proposes to take from the taxpayer to fund the recapitalisation programme.

Leaders' Questions (11 Feb 2009)

Enda Kenny: The Taoiseach has a different personality from his predecessor. While sometimes I despair for our country, I admire the resilience and patience of our people. One of the most shameful acts in political life has been the decision of the Minister for Education and Science to remove teachers from 900 special needs pupils——

Leaders' Questions (11 Feb 2009)

Enda Kenny: ——at a time when we speak of fairness, solidarity, the type of people we are, the need for us all to put our shoulders to the wheel and at a time of financial turmoil and uncertainty. The Taoiseach has an opportunity to break the golden circle of developers, banks, regulators and Government. Far too cosy cartels have existed to the consternation and deep anger of people on the streets....

Leaders' Questions (11 Feb 2009)

Enda Kenny: ——we continue to deal with the entrails of a range of tribunals and nobody in Government accepts responsibility for any actions of Government. We are in this mess not because Fianna Fáil policies have failed but because they have succeeded. As the Minister for Finance has said, this is where the people wanted us to go and the position at which they wanted us to arrive. We have now...

Leaders' Questions (11 Feb 2009)

Enda Kenny: I asked two questions. Did the treatment of the transfer of €7 billion from Irish Life & Permanent to Anglo Irish Bank send out a misleading perception of the strength of the bank and therefore have an impact on shareholders and on the international markets in the way they considered this? That is the question.

Leaders' Questions (11 Feb 2009)

Enda Kenny: The Taoiseach has not justified in any way the special bonus for the former regulator. The Minister for Finance could have sacked the regulator if he felt he was not up to his job, in which case all of these matters would have fallen. There is clearly a need for the Taoiseach to smash this circle once and for all, and to be seen to do that in such a way that if people who accept positions...

Leaders' Questions (11 Feb 2009)

Enda Kenny: I understand the Government is due to announce its recapitalisation programme today or tomorrow, certainly this week. First, within that recapitalisation programme, is the Taoiseach looking for guarantees that pools of money will be made available for mortgages for first-time buyers, for small and medium-sized enterprises and for sufficient funds to enable existing businesses that might be...

Written Answers — Overseas Development Aid: Overseas Development Aid (10 Feb 2009)

Enda Kenny: Question 384: To ask the Minister for Foreign Affairs if he will provide a breakdown of the countries which received overall funding of €914 million under a scheme (details supplied) in 2008; the amount each country received; and if he will make a statement on the matter. [4853/09]

Written Answers — Grant Payments: Grant Payments (10 Feb 2009)

Enda Kenny: Question 556: To ask the Minister for Agriculture, Fisheries and Food when a REP scheme payment will be made to a person (details supplied) in County Mayo; and if he will confirm that an administrative check has to be carried out on this and other applications prior to presenting approval for payment; and when he expects payment in this particular case to issue. [4712/09

Leaders' Questions (10 Feb 2009)

Enda Kenny: I want to give the Taoiseach some credit today. I was glad to hear him speak a piece of his mind last week. He spoke so well that he caused some type of media frenzy, a type of love-in of the words of the Taoiseach. If it was not so serious, it would be great. The fact we have more than 326,000 people out of work, that there is a crisis of confidence in the banking system and no sign of a...

Leaders' Questions (10 Feb 2009)

Enda Kenny: Part of the reason for introducing the measure is because there has been no clear strategy from the Government on how to sort this out. It brought forward its budget last year and made proposals which it was forced to reverse because of public embarrassment and pressure. It launched another economic document before Christmas and now we are where we are. The question I asked the Taoiseach...

Order of Business (10 Feb 2009)

Enda Kenny: When is it intended to publish the National Pensions Reserve Fund (Amendment) Bill to give effect to the recapitalisation programme for the banks? It is to be published during this session and in view of its urgency the Taoiseach might be able to indicate when it is expected to bring it before the House. With regard to the comments by the Taoiseach on the repossession of houses and the...

Social Partnership Agreement. (10 Feb 2009)

Enda Kenny: There was a report in the newspapers today that ESB workers will take a two year pay freeze, and will not receive the 2.5% pay instalment due in June. What is the Taoiseach's view of corporate governance in the ESB, when the Minister for Communications, Energy and Natural Resources only heard of the acceptance of the 3.5% increase from the media? Does the Taoiseach regret that the pay...

Social Partnership Agreement. (10 Feb 2009)

Enda Kenny: I asked whether the pension levy scheme can be tweaked.

Ministerial Travel. (10 Feb 2009)

Enda Kenny: Question 1: To ask the Taoiseach the procedures in place in his office to regulate the use of the Government jet; and if he will make a statement on the matter. [40577/08]

Ministerial Travel. (10 Feb 2009)

Enda Kenny: Question 3: To ask the Taoiseach the procedures in place in his Department in respect of the use of the Government jets; and if he will make a statement on the matter. [46595/08]

Ministerial Travel. (10 Feb 2009)

Enda Kenny: Is the Minister for the Environment, Heritage and Local Government, Deputy Gormley, speaking for the Government when he says that members of the Government could make substantial savings by travelling on commercial flights? Does the Taoiseach have any figures on the use of commercial flights by Ministers? Is the Gulfstream jet back in operation? I understand it costs €7,100 an hour. It...

Ministerial Travel. (10 Feb 2009)

Enda Kenny: I recognise the value of having a jet for the prime minister of a country and the busier Departments. We had this argument before. The Minister, Deputy Gormley, has been very upfront about carbon footprints. There is no extra carbon footprint when one takes a commercial flight because it is going anyway. I do not believe Prime Minister Blair ever had the use of a government jet.
