Regina Doherty: It is not a ruling. That would give legal authority to it and we do not want to find ourselves in a position of not being able to legally challenge. As far as I am aware, the Department of Foreign Affairs and Trade has not changed its policy at all. There was always a mechanism to get a passport without a PSC, and that remains true today.
