Cormac Devlin: Is there a need to increase the level of agency staff for this year? What is the plan there?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: Yes, with retirements and whatnot. I turn to note 4 on patient income on page 143. I assume it was the pandemic which saw the reduction in a lot of these charges, particularly the E111 claims. What does the heading "Road Traffic Accident Charges" relate to?

Cormac Devlin: Okay.

- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: I did not get a chance to delve into the financial statements for 2020. On page 146, according to note 6, there has been an increase in agency staff. Is that more staff or higher salaries with the same staff?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: Good. That makes sense. I thank Mr. Ryan for that clarification. In terms of the capital programme, to which Deputy Dillon referred, there is a real need for many of these section 38 and section 39 organisations, which either lease or maybe own their own building, to access capital funding. Is there any plan coming forward for that?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: It is very hard for those organisations to try to access capital funding. While I appreciate it is limited, particularly in urban areas such as Dublin, where we need extra capacity for some of these organisations, the benefit of unlocking capital funding is that it could expand those much-needed services. To stay with the section 38 and 39 organisations, I want to ask a few questions on...
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: Does Mr. Reid have a breakdown between random and targeted audits? He can come back to me on that if he wants.
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: I have limited time. In terms of the integrated financial management and procurement system, which is known as IFMS, I know that over the last couple of weeks, and even for the last number of years, the IT systems across the HSE have been questioned. What impact have the cyberattack and the pandemic had on the original budget for the financial management and procurement system within the HSE?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: Has the original date of March 2025 to have it implemented been pushed out to 2026?
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: The HSE might correspond with the committee.
- Public Accounts Committee: Financial Statement 2020 and Related Matters: HSE (Resumed) (23 Sep 2021)
Cormac Devlin: I welcome Mr. Reid and his colleagues and I thank him for his opening remarks. I apologise as I was not here at the time, but I have read his statement since. I will start with the grant-aid agreements, which have been a welcome addition to the entire process for section 38 and 39 organisations. There is a little bit more certainty and there is good engagement between the relevant CHO...
- Ceisteanna Eile - Other Questions: National Lottery (23 Sep 2021)
Cormac Devlin: 8. To ask the Minister for Public Expenditure and Reform when he expects the review of the national lottery to be completed; and if he will make a statement on the matter. [45685/21]
- Ceisteanna Eile - Other Questions: National Lottery (23 Sep 2021)
Cormac Devlin: I commend the Minister on initiating the review of the national lottery, which I believe is long overdue. When is it due to be completed?
- Ceisteanna Eile - Other Questions: National Lottery (23 Sep 2021)
Cormac Devlin: I note the figures the Minister gave for Ireland. In the UK, approximately 53% of every £1 spent goes to the prize funds, 25% goes to good causes, 12% goes to the UK Government as duty, 4% goes to the retailers and 5% goes to the operator, with 4% of that 5% for operating costs and 1% of it for profits. The Minister mentioned €6 billion for good causes in this country. What...
- Ceisteanna Eile - Other Questions: National Lottery (23 Sep 2021)
Cormac Devlin: I appreciate the fact that the review is taking place. I am not sure if a review of this scale has been undertaken since 1987 so it is very important. The Minister highlighted the example of the sports clubs. All Members of the House have been contacted by sports clubs, community organisations and others that are eager to access any type of funding, but there has to be a clear pathway to...
- Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: National Development Plan (23 Sep 2021)
Cormac Devlin: I thank Deputy Cahill for placing the NDP on the agenda. In respect of Dublin and questions over the MetroLink, I ask that it be prioritised in the NDP review, as well as DART underground. These are key infrastructure projects that were mooted previously and need to be retained on the agenda, as does the N11 interchange. Finally, coastal defence is required for Dublin Bay and that could...

- Public Accounts Committee: Business of Committee (21 Sep 2021)
Cormac Devlin: Similar to Deputy Catherine Murphy, some of the queries I had have been answered. In terms of No. 13, the residential institutions statutory fund board, Caranua, we have had its representatives before the committee previously. I am not sure if it has been dissolved in the interim, but the Comptroller and Auditor General might be able to tell us a little more. I note he says there were...
