Rose Conway-Walsh: I thank Mr. Barnes for his presentation. The first thing I want to ask is around the old rules and the new rules. Does Mr. Barnes think there is sufficient room for both of them, or sufficient flexibility for us to be able to do what we need to do to drive growth and do the necessary transformational work to address regional inequality and the climate change challenges we have?
