Ruairí Ó Murchú: 146. To ask the Minister for Agriculture, Food and the Marine his proposals to increase the adoption of rooftop solar energy generation on farms. [61185/22]

Ceisteanna Eile - Other Questions: Renewable Energy Generation (8 Dec 2022)

Ruairí Ó Murchú: We all know that with climate change and the energy crisis, we have to deliver rooftop solar energy. It is the low-hanging fruit. We have many buildings on farms and farmers are looking for opportunities. It is just a matter of meeting them halfway. I assume I will be delighted with the Minister’s answer.

Written Answers — Department of Health: Home Help Service (8 Dec 2022)

Ruairí Ó Murchú: 30. To ask the Minister for Health the efforts being made by CHO 8 in Louth in 2022 to recruit and retain homecarers; the changes in the numbers of HSE-employed homecarers in the Louth area in 2022; and if he will make a statement on the matter. [60541/22]

Ruairí Ó Murchú: 187. To ask the Minister for Agriculture, Food and the Marine when the finalised complete new forestry strategy will be published. [61184/22]

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage (7 Dec 2022)

Ruairí Ó Murchú: If we seek clarification, it will be 9.20 p.m.

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage (7 Dec 2022)

Ruairí Ó Murchú: It is fair to say this is far from the perfect circumstances in which to deal with an issue such as this and the gravity relating to it. In fairness, Deputy O'Reilly has stated that where mistakes have been made previously, there is no room for shortcuts. We must ensure we deliver on the promise we owe to Vicky Phelan and to many others who have been failed. We must also ensure that we...

Patient Safety (Notifiable Patient Safety Incidents) Bill 2019: Report Stage (7 Dec 2022)

Ruairí Ó Murchú: We are at this point that happens on many occasions. We all want to deliver for the many women who have been failed by what happened in respect of CervicalCheck. The recent death of Vicky Phelan has put this matter at the top of the agenda, as is absolutely necessary. The fact, however, is that we have often had issues in this State where the Government and agencies, especially when we...

Pre-European Council Meeting: Statements (7 Dec 2022)

Ruairí Ó Murchú: I add my voice to much of what has been said. The people of Ireland accept that Israel is an apartheid state. We know that it engages in the annexation of Palestinian lands. We know about the illegal settlement. We know about the crimes against humanity, the executions and all the rest. It is fair to say there has been an abject failure at European level to call out Israel for what it...

Joint Oireachtas Committee on European Union Affairs: Opportunities within the European Union for Irish People: Discussion (7 Dec 2022)

Ruairí Ó Murchú: I imagine there will be a fair bit of agreement about this. Secondary school matters as at the ages of 15, 16 and 17 people are considering jobs and possibilities. Everyone will buy into the idea of making people aware of or almost conditioning them to this. Professor O'Brennan spoke about later, in universities, having staff set up on some level as talent spotters, for want of a better...

Joint Oireachtas Committee on European Union Affairs: Opportunities within the European Union for Irish People: Discussion (7 Dec 2022)

Ruairí Ó Murchú: The professor made a great point because both Deputy Richmond and myself have spoken about our involvement in the Conference on the Future of Europe. However, the term used is that there is an element of it being the European middle class on tour. As good an idea as that engagement with citizens is, a significant cohort of people are left out of that whole equation. It is something that...

Joint Oireachtas Committee on European Union Affairs: Opportunities within the European Union for Irish People: Discussion (7 Dec 2022)

Ruairí Ó Murchú: There would not be a huge level of disagreement in this room I think we can say.

Joint Oireachtas Committee on European Union Affairs: Opportunities within the European Union for Irish People: Discussion (7 Dec 2022)

Ruairí Ó Murchú: The next Minister of State could even be in the room.

Joint Oireachtas Committee on European Union Affairs: Opportunities within the European Union for Irish People: Discussion (7 Dec 2022)

Ruairí Ó Murchú: Professor O'Brennan has dealt with the part about ensuring you have the pipeline of people. I agree that it would not be a bad idea, particularly if you are talking about workforce planning, etc. Professor O'Brennan got into the wider issue about engagement with the institutions and the European project. We have had the Conference on the Future of Europe project. If you went out onto...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Minister for Transport and Minister of State at the Department of Transport (7 Dec 2022)

Ruairí Ó Murchú: Before we move back to aviation policy, when TII was in front of us, its representatives said it was not straightforward to introduce mitigations around the tolls. Where are we with that? Does the Minister foresee difficulties or does he think it will be possible to deliver?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Minister for Transport and Minister of State at the Department of Transport (7 Dec 2022)

Ruairí Ó Murchú: Go raibh maith agat. I will move on. In fairness, the Minister of State, Deputy Naughton, said she does not foresee any major difficulties over Christmas, and that her engagements with the airlines and the DAA suggest everything looks like it should be okay.

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Minister for Transport and Minister of State at the Department of Transport (7 Dec 2022)

Ruairí Ó Murchú: I have no doubt. A question put by Willie Walsh and also by representatives of Ryanair when they were at the committee was in regard to open skies. It was thrown out in regard to some of the difficulties that exist. Where are the conversations around being able to do this, even at a European level? The big win would be the 20% reduction in fuel use because of being able to travel in a...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Minister for Transport and Minister of State at the Department of Transport (7 Dec 2022)

Ruairí Ó Murchú: I can see why we would be. Obviously, not every state is necessarily going to be in that place, so it is something we will have to keep on the agenda while accepting there may be difficulties in regard to delivering it. The wins are fairly obvious. I accept what the Minister is saying in regard to the international mechanisms from the point of view of delivering what we might call a more...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Minister for Transport and Minister of State at the Department of Transport (7 Dec 2022)

Ruairí Ó Murchú: Definitely. If it is equalised, as the Minister said, it deals with some of the complaints that exist in the aviation industry in Europe in this regard. Beyond that, a big issue that is raised is in regard to sustainable aviation fuel. There are two points, the first of which is where Government policy is in regard to moving this question on and, second, where the European Union is in...

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Minister for Transport and Minister of State at the Department of Transport (7 Dec 2022)

Ruairí Ó Murchú: The Minister believes that, as much as there may be a difficulty at this point, we will have a plentiful supply and there will not be supply chain issues. Does he believe the necessary conversations will happen, even with those corporate entities that are involved in delivering this?

Joint Oireachtas Committee on Transport, Tourism and Sport: National Aviation Policy: Minister for Transport and Minister of State at the Department of Transport (7 Dec 2022)

Ruairí Ó Murchú: I agree that what we are talking about is an interim solution and the best-case scenario is that the technological breakthroughs are made in hydrogen or whatever other technology. I assume the Minister has had considerable interaction with research facilities and so on. What timeline is looking for to have this? I suppose I am asking a question that requires the Minister to look into a...
