Catherine Murphy: Consultancy.uk is talking about the multibillion investment, and we understand that there is a lag and a lot of catch-up with regard to the investment needed. I do not doubt it. It is looking to bring in funds from the private sector. Why would it be looking to bring in funds from the private sector? Is it PPPs? Does the Department control that? What is going on there?
