Micheál Martin: May I raise a point of order?
- Sittings and Business of Dáil: Motion (10 Mar 2016)
Micheál Martin: It was unclear today, to be honest, as to who could table motions for today. In fact, Fianna Fáil had advice 48 hours ago that we could not table motions. We did table a motion subsequently on housing. If it was to be known that the next session of the Dáil could entail motions from political parties - I respectfully suggest that Independent groups and political parties could...
- Sittings and Business of Dáil: Motion (10 Mar 2016)
Micheál Martin: All Members can start to table motions and if some believe only their motions can be debated on a certain day next week, I respectfully suggest that other parties are also entitled to have their motions debated. We need a bit of common sense as to how the House is to be organised in the interim period.
- Sittings and Business of Dáil: Motion (10 Mar 2016)
Micheál Martin: I have no objection to having two or three days but they should be on the issues of health, housing, water and agriculture, which I believe already is catered for in respect of the Council meetings. I simply make that important proviso.

- Standing Order 112 Select Committee: Motion (10 Mar 2016)
Micheál Martin: I thought that the five Independents who are named in motion 5cwere to encompass, representatively, all of the Independents.
- Standing Order 112 Select Committee: Motion (10 Mar 2016)
Micheál Martin: It is motion 5b.
- Standing Order 112 Select Committee: Motion (10 Mar 2016)
Micheál Martin: I would have said consistently all along that the d'Hondt methodology should be used, if we are going to go back to that methodology, but we were asked to accommodate more than the d'Hondt methodology, which we were willing to do, but now it seems it is the d'Hondt, plus, plus. I do not want to get involved in that but I will agree to-----

Micheál Martin: They are not accountable in the true democratic way.
- Standing Order 112 Select Committee: Motion (10 Mar 2016)
Micheál Martin: I did not interrupt Deputy Pearse Doherty once despite everything he said. He should allow me to make my contribution to the House. It would not be possible, so let us begin our work by holding debates where all Deputies have an opportunity to set out constructive action on the issues that should dominate the proceedings of the 32nd Dáil. I think we have had the agreement of most of...
- Standing Order 112 Select Committee: Motion (10 Mar 2016)
Micheál Martin: I would like to make a contribution on the proposal to adjourn the House, if that is in order.
- Standing Order 112 Select Committee: Motion (10 Mar 2016)
Micheál Martin: I have listened to a good few contributions and I would like to make a contribution concerning the proposals pertaining to the adjournment of the House generally. Last month the Irish people chose to elect a highly diverse Dáil. Each Member of this House carries a mandate and a duty to represent those who elected them and to fight for the policies they advocated when seeking...
- Standing Order 112 Select Committee: Motion (10 Mar 2016)
Micheál Martin: It was then rammed through a second time in an amending Bill without due consideration or any detailed examination. My point is that Dáil reform is essential in terms of how we deal with issues that are critical to people's lives, including health. We have had a lot of discussion in the last while about having proper parliamentary engagement on that issue. Let us not just pour scorn,...

- Election of Ceann Comhairle (Resumed) (10 Mar 2016)
Micheál Martin: I dtús báire, a Cheann Comhairle, ba mhaith liom comhghairdeas a dhéanamh leat as ucht a bheith tofa don oifig thábhachtach seo. Ta sé soiléir dúinn gur lá stairiúil agus ócáid stairiúil é seo. Tá gach uile dhuine sa Teach seo sásta a chuid nó a cuid tacaíochta a thabhairt duit, a Cheann Comhairle, agus...
- Establishment of a Statutory Commission of Investigation into a Foster Home in the South East: Statements (2 Feb 2016)
Micheál Martin: We need to be very straight regarding what exactly is the position. Is it the case that the outcome of this commission of investigation cannot be published until the Garda inquiry is concluded? Is it also the case that witnesses may not co-operate with the commission of investigation for fear of prejudicing matters and so on? Is that a concern? The terms of reference can be agreed. We...
- Establishment of a Statutory Commission of Investigation into a Foster Home in the South East: Statements (2 Feb 2016)
Micheál Martin: I ask the Taoiseach that, painful as it might prove to be, a proactive programme of engagement be entered into with those families. This matter is very painful for the families concerned. However, I think something proactive and comprehensive must happen in respect of the conclusions in the Resilience Ireland report and with regard to how the State can make decent recompense. I am not...
