Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Preparations (3 Apr 2019)

Martin Kenny: While I appreciate that, what I am saying is that the Minister needs to have an additional focus and emphasis on the Border counties. About two months ago, we had people in from the Irish Central Border Area Network, ICBAN, and the other agencies around the Border. They are really animated about this situation because they see community groups all around the Border that have worked on a...

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Preparations (3 Apr 2019)

Martin Kenny: 55. To ask the Minister for Rural and Community Development the measures he has put in place to offset the effects of Brexit for Border communities; and if he will make a statement on the matter. [15547/19]

Ceisteanna - Questions - Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Brexit Preparations (3 Apr 2019)

Martin Kenny: The question is a basic one in the context of Brexit. I know the Minister is aware of the situation. The constituency I represent is very much a Border county. Everywhere in Europe, borders are recognised as areas of economic decline because there are two jurisdictions backing up to each other. Until we hurry on the day we end that, which we hope we will do very quickly, we need to put...

Autism Support Services: Motion [Private Members] (2 Apr 2019)

Martin Kenny: I thank Deputies Funchion and Ó Caoláin for bringing forward this motion. I have spoken to the Minister of State many times about issues. A lady in south Leitrim emails me every day with emails she has copied to the Minister of State. This issue has been ongoing since early this year. I printed off one of the emails from 12 February. She received an email telling her that her...

An tOrd Gnó - Order of Business (2 Apr 2019)

Martin Kenny: I wish to raise the issue of mental health services in Sligo, particularly at Saint Columba's hospital, in the context of the programme for Government and the commitment to ensure there are proper mental health services in place. The out-of-hours service is a genuine problem. Let me give the example of a young man who has a long history with the service. He self-harms but when he arrives...

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2019

(2 Apr 2019)

Martin Kenny: It is 100%.

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2019
Vote 30 - Agriculture, Food and the Marine (Revised)
(2 Apr 2019)

Martin Kenny: I will shoot through it as quickly as possible. I thank the Minister and his officials for their contributions. I wish to raise a few matters. The final page refers to the number of aquaculture development licence determinations made. People appeared before the committee a number of months ago to discuss this issue. They stated that there are very long delays in having licences issued.

Martin Kenny: It is page 135.

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2019
Vote 30 - Agriculture, Food and the Marine (Revised)
(2 Apr 2019)

Martin Kenny: It is programme D. The output target is 300 for this year, and in 2018 it says it is between 250 and 300. It is a strange output.

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2019
Vote 30 - Agriculture, Food and the Marine (Revised)
(2 Apr 2019)

Martin Kenny: Was that for 2018?

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2019
Vote 30 - Agriculture, Food and the Marine (Revised)
(2 Apr 2019)

Martin Kenny: There is a target of 300. Some of those have been waiting years. I know there were delays in getting surveys done.

Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2019
Vote 30 - Agriculture, Food and the Marine (Revised)
(2 Apr 2019)

Martin Kenny: That is fine. I am concerned about another issue. There is an increase in the amount of money for Bord Bia. It has increased to €47 million this year, which is a substantial amount for the promotion of Irish food abroad and so forth. As the Minister mentioned, much of the work involves going to what are, in effect, third countries, such as the US, Canada, China and so forth, and...

Saincheisteanna Tráthúla - Topical Issue Debate: Hospital Services (28 Mar 2019)

Martin Kenny: I wish to raise an issue that has become very serious in Sligo University Hospital and for the entire north west. I will paint a picture of the situation for the Minister of State. If an adult or a child in Sligo, Leitrim, south Donegal or west Cavan is diagnosed with type 1 diabetes, he or she is sent for an appointment and an assessment to a unit located in a two-room portakabin in a yard...

Saincheisteanna Tráthúla - Topical Issue Debate: Hospital Services (28 Mar 2019)

Martin Kenny: I thank the Minister of State for her response. I acknowledge the inclusion in it to the effect that "tender documents for the diabetic day unit at Sligo University Hospital have been finalised and are ready to issue to contractors" and that it is due "to proceed to construction in 2019". While that is very welcome news, the next sentence states: "The funding all projects is subject to the...

Sea-Fisheries (Amendment) Bill 2017 [Seanad]: Committee and Remaining Stages (28 Mar 2019)

Martin Kenny: Inserting the word "not", to the effect that fishing boats from the North may not fish, effectively guts the entire voisinageagreement and removes it from law. While Deputy Michael Collins seeks to protect the inshore fishing sector and so on, it should be borne in mind that the inshore fishing sector also operates north of the Border. The Bill seeks to accommodate fishing everywhere within...

Sea-Fisheries (Amendment) Bill 2017 [Seanad]: Committee and Remaining Stages (28 Mar 2019)

Martin Kenny: The issue I wish to raise is company or corporate ownership and corporate residency. The legislation refers to a person and persons but, as the Minister said, in many cases companies own these vessels. My understanding is that a company must be resident somewhere and pay tax somewhere. If it is resident somewhere, that location must be on the island of Ireland and it must pay its taxes on...

Sea-Fisheries (Amendment) Bill 2017 [Seanad]: Committee and Remaining Stages (28 Mar 2019)

Martin Kenny: I move amendment No. 3:In page 3, line 16, to delete “owned and operated” and substitute “of which the beneficial owner(s) are person(s) resident”. This amendment goes to the core of the issue of "owned and operated" as stated on line 16. The amendment proposes to delete the words "owned and operated" and substitute “of which the beneficial owner(s) are...
