Catherine Murphy: Local authorities already have problems delivering the housing programme. In the absence of extra staff, I believe this simply will not happen. No additional resources were provided in the budget and the embargo has not been lifted so I am seriously concerned that these funds will be returned without anyone being housed by this scheme.
