Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: Quickly, Deputy.

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: As we have reached the end of the first round, I will ask a few questions. It would not be fair to members to spend all the time I would need to go through all the questions I have, so I will put only a few of them to the witnesses. I am very happy to hear about the national heat study that was just mentioned by Mr. O'Mahony and referred to earlier in the session. I had a good read of the...

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: I thank Ms McCarthy for that. I will finish reading the report on the train home on Thursday and will probably get some answers to my own questions. We will move to the second round of questioning. Senator Boylan is first up.

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: There was a study UCC and, I believe, the Money Advice & Budgeting Service, MABS, conducted that showed that 9% of those who were eligible for the warmer homes scheme took it up. Speaking to the outreach piece again, how are we reaching those communities and cohorts that are eligible but perhaps do not know they are and are missing out on a very good scheme and the potential to...

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: Can the SEAI monitor that sector quite well so that, if the SEAI is agile, it can respond and know exactly what is going on in regard to take-up? Does the SEAI's data show if a property is a rental property versus privately owned? Can it say that, if at the end of the year landlords are not taking the opportunities that are in place, it needs to change its approach?

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: I have a question on the energy performance of buildings directive. The building energy ratings we now have came from the original energy performance of buildings directive. Is there talk of it being reviewed, or are we happy with the system?

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: So, a B2 in Ireland may not necessarily be a B2 in Sweden?

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: That is very helpful. I thank Mr. Walsh for that.

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: I want to be fair to the witnesses. We did invite them to speak about heating and they may not have prepared so much for the questions on transport asked by Senator Pauline O'Reilly. If Mr. Walsh wishes to respond, he may, but we understand that it is not within the remit of his appearance before the committee today.

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: It is good to hear the comments on mobility and that it is not necessarily about just replacing internal combustion vehicles with electric vehicles. The committee has been hearing that frequently and it is good to hear that SEAI is thinking along the same lines. Ms McCarthy wants to respond to some of the questions.

Joint Oireachtas Committee on Climate Action: Implementation of the New National Retrofit Plan: Sustainable Energy Authority of Ireland (5 Apr 2022)

Brian Leddin: That is three hours on the dot. We were more time efficient today than we have been recently. I thank Mr. Walsh, Dr. Byrne, Ms McCarthy and Mr. O'Mahony. We really enjoyed this session. I know the members are very interested in this topic and the answers we got to our questions were very thorough and complete. We look forward to having them joining us again some time because we have a...

Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (31 Mar 2022)

Brian Leddin: SUVs represented 59% of passenger vehicle sales in January and February, which is up from 53% in the same period last year. There were very positive changes in the VRT system two years ago. That system is working to some extent but not as well as we need it to work and the trend is now towards increased SUV sales. It is a matter of physics that SUVs are energy inefficient, whether they are...

Circular Economy, Waste Management (Amendment) and Minerals Development (Amendment) Bill 2022: Second Stage (30 Mar 2022)

Brian Leddin: I welcome the Bill and commend the Minister of State and his Department officials on the work they have done on it. The Committee on Environment and Climate Action, which I Chair, was tasked with pre-legislative scrutiny of the Bill. I note Deputies O'Rourke and Smith, who are members of the committee, are present. They worked on pre-legislative scrutiny, as did I and Deputy Whitmore, who...

Government Response to Situation in Ukraine: Statements (30 Mar 2022)

Brian Leddin: At the international level, the Government has moved fast and has taken a leadership role. I commend the Taoiseach, the Minister and their Cabinet colleagues on stepping up to the challenge. Going back to the first moments of Putin's aggression against Ukraine, Ireland was clear about its responsibilities, understood its influence and urged a strong and united international response. As...

Written Answers — Department of Health: Citizens' Assembly (29 Mar 2022)

Brian Leddin: 702. To ask the Minister for Health if reports in the media (details supplied) of crack cocaine being freely available in a Limerick housing estate will influence his recommendations on the scope for the Citizens’ Assembly on Drugs; and if he will make a statement on the matter. Joint Oireachtas Committee on Climate Action: Energy Challenges: Discussion (29 Mar 2022)

Brian Leddin: I have received apologies from Deputies Farrell and Devlin who unfortunately cannot join us. The purpose of this meeting is to discuss our energy challenges and opportunities. It is the fourth and final meeting in the series we have held over the past few weeks. We have talked about the grid, development of the grid, interconnection, energy storage, which is something we will really get...

Joint Oireachtas Committee on Climate Action: Energy Challenges: Discussion (29 Mar 2022)

Brian Leddin: I thank Ms MacEvilly for her statement. I call now on her namesake, Mr. McEvilly, to make his opening statement.

Joint Oireachtas Committee on Climate Action: Energy Challenges: Discussion (29 Mar 2022)

Brian Leddin: I thank Ms Connolly for her opening statement and all the witnesses for their opening statements. There is a great deal to think about. It is hard to know where to begin when asking questions. Can I get agreement from the committee that members will take only two minutes to ask questions? I will ask our witnesses to be as brief and as succinct as they can be, notwithstanding there is much...
