Seanad: Council of Europe Development Bank Bill 2004: Second Stage. (25 Nov 2004)

Brendan Daly: Could the public and the media, in particular, pay attention to the work of the parliamentary committees of the Council of Europe and show respect to the members of all domestic parties who make a contribution, which is widely sought and welcomed by the Council's institutions, rather than engaging in negative debates about the costs of flights and hotels? Mr. Duffy, who apart from being a...

Seanad: Report on Seanad Reform: Statements (Resumed). (21 Oct 2004)

Brendan Daly: I join other speakers in congratulating the Minister of State, Deputy Batt O'Keeffe, and wish him well in his onerous task in the Department. He is bringing with him much experience, having been a Member of both Houses. I am sure he will make a valuable and distinguished contribution to the development of the issues that affect the Department. He is welcome here and I wish him well in his new...

Seanad: Schools Building Projects. (13 Oct 2004)

Brendan Daly: I thank you, a Chathaoirligh, for affording me the time to raise this issue. I propose to share my time with Senator Dooley, by agreement.

Seanad: Schools Building Projects. (13 Oct 2004)

Brendan Daly: I congratulate the Minister for Education and Science, Deputy Hanafin, on her appointment and wish her every success in the job. I raise the issue of Clonlara national school at which Senator Dooley and I attended a meeting on Thursday last of up to 400 parents and the chairman of the board of management. There is widespread concern with the delay. Some indication was apparently given that...

Seanad: Order of Business. (30 Sep 2004)

Brendan Daly: The end of the tourism season is an opportune time to discuss the tourism industry. We might differ about the number of visitors and other issues.

Seanad: Order of Business. (30 Sep 2004)

Brendan Daly: We will not differ about Killarney — we have never done so — or about the national parks in County Donegal and the Burren. Some administrative changes have been made in the promotion of the tourism business, especially in respect of the various regions. As the heat is off, the tourism season has finished and plans have been made for next year, this an opportune time to ask the Minister...

Seanad: Order of Business. (30 Sep 2004)

Brendan Daly: As the Government moves into top gear for the showdown at the next election, it is fitting that we should wish the new Government well in its endeavours.

Seanad: Order of Business. (30 Sep 2004)

Brendan Daly: I admit that some Ministers have been relocated, more or less,——

Seanad: Order of Business. (30 Sep 2004)

Brendan Daly: ——but one would not say that they have been decentralised.

Seanad: Order of Business. (30 Sep 2004)

Brendan Daly: They wish to get on with their work. I would like the Minister for Arts, Sport and Tourism to come to the House to indicate the areas which will be promoted by the various bodies for the next tourism season.

Seanad: State Airports Bill 2004: Report and Final Stages. (14 Jul 2004)

Brendan Daly: On the Schedule——

Seanad: State Airports Bill 2004: Report and Final Stages. (14 Jul 2004)

Brendan Daly: Given that we did not have an opportunity to debate the Schedule, I wish to raise the issue of the borrowing limits set down under section 6 thereof. The limit set down for Shannon Airport authority is €20 million. This has caused concern that it might constrain the board in what it can do. It is also provided in the Schedule that the Dublin Airport authority will appoint authorised...

Seanad: State Airports Bill 2004: Committee Stage (Resumed). (14 Jul 2004)

Brendan Daly: Section 9 (11) relates to the appointment of a chief executive by the boards. In Shannon, and I presume the same is true for Cork, there is already a director who is the equivalent of a chief executive. Will the Minister clarify how the position of the person who is currently the director or chief executive of Shannon will be affected by the appointed of the chief executive of the new board?...

Seanad: State Airports Bill 2004: Committee Stage (Resumed). (14 Jul 2004)

Brendan Daly: No representations have been made to me by any of the people involved.

Seanad: State Airports Bill 2004: Committee Stage (Resumed). (14 Jul 2004)

Brendan Daly: I am raising this because of a possible flaw in the legislation. I noted another flaw in the Schedule which allows the board to appoint and dispense with executives without any consultation with the Minister for Transport. Two problems may arise from this. First, the new chief executive could be given terms and conditions much more favourable than the present chief executive. Second, a board...

Seanad: State Airports Bill 2004: Committee Stage (Resumed). (14 Jul 2004)

Brendan Daly: I raised this issue on Second Stage. Similar representations were made to me regarding the small number of personnel who transferred from the former Department of Transport and Power to Aer Rianta in 1969. They feel that as a result of this legislation their pensions will decrease by the amounts mentioned. It will also affect widows and other pensioners. Perhaps the Minister would clarify the...

Seanad: State Airports Bill 2004: Committee Stage. (14 Jul 2004)

Brendan Daly: I presume there was a reason for including these subsections. Is it the intention to vest some of the smaller airports in either of the authorities, for example, Farranfore or Knock? Will the Minister clarify what will happen in Dusseldorf and other international airports where there is involvement already? Will Aer Rianta's overseas airport involvement be vested in Dublin, Cork or Shannon?

Seanad: State Airports Bill 2004: Committee Stage. (14 Jul 2004)

Brendan Daly: I want to raise with the Minister the issue of rates on the properties now that the three airports will be State airports.

Seanad: State Airports Bill 2004: Committee Stage. (14 Jul 2004)

Brendan Daly: This will have a bearing on the preparation of the plans. As the Minister is aware, Aer Rianta currently pays substantial amounts of money through the county council for all the rates on Shannon Airport properties. In view of the fact that Shannon will now be a State airport and that most of the lands are in the ownership of the Department, will it now be exempt from rates, as it was before...

Seanad: State Airports Bill 2004: Second Stage. (13 Jul 2004)

Brendan Daly: I welcome the Minister and thank him for the broad outline of the policies and objectives of this legislation. I want to put on record my appreciation for the work and record of achievement of Aer Rianta since it initially took over the management of Cork and Shannon Airports in 1969. The Minister will be aware that at that time some 300 staff from the Department of Transport and Power, as it...
