Joint Oireachtas Committee on Justice, Defence and Equality: Recent Issues Relating to An Garda Síochána: Acting Garda Commissioner Dónall Ó Cualáin (4 Oct 2017)

Jack Chambers: I might not get an answer, but it is important to record that I have sympathy for what the Garda had to go through last week. The Government and departmental officials put two and two together and the Garda had to answer "four". The Garda was not given the opportunity to set its own criteria and decide where was the appropriate place to open a new station or reopen an alternative one....

Joint Oireachtas Committee on Justice, Defence and Equality: Recent issues relating to An Garda Síochána: Discussion (27 Sep 2017)

Jack Chambers: Okay. My final question relates to the fact we do not have a Garda Commissioner at present. Last year, Ms Feehily said she noted the Garda Commissioner's personal commitment to modernisation and renewal. Does Ms Feehily regret her retirement?

Joint Oireachtas Committee on Justice, Defence and Equality: Recent issues relating to An Garda Síochána: Discussion (27 Sep 2017)

Jack Chambers: The then Minister, Deputy Fitzgerald, appeared before the committee before the summer recess. When we asked about the training and development budget for An Garda Síochána it was shown in the Vote for the Department of Justice and Equality that it had been reduced from €19 million to €12.7 million, an effective cut of one third this year. The Policing Authority...

Joint Oireachtas Committee on Justice, Defence and Equality: Recent issues relating to An Garda Síochána: Discussion (27 Sep 2017)

Jack Chambers: ...buck? Do the witnesses believe there is accountability anywhere at senior levels across all elements between the Government and the public service? For example, when Deputy Clare Daly asked about the Garda Commissioner, the witness said that the Garda Commissioner has personal accountability to the Minister, while in the legislative area there is mention of accountability links with the...

Joint Oireachtas Committee on Justice, Defence and Equality: Recent issues relating to An Garda Síochána: Discussion (27 Sep 2017)

Jack Chambers: I thank Ms Feehily for her presentation. Last year, she mentioned the co-operation and collaboration that exists between the Policing Authority and senior management in An Garda Síochána with regard to the policing plan. Will Ms Feehily provide an update? Is she satisfied with this year's plan and its implementation and with the Policing Authority's involvement in the plan last...

Joint Oireachtas Committee on Justice, Defence and Equality: Child Protection Audit: Dr. Geoffrey Shannon (20 Sep 2017)

Jack Chambers: ...feedback and follow-through by Tusla officials. Has that been rectified or has there been any follow-through by Tusla in his interaction with it? I would say that is a concern for members of An Garda Síochána who are left in a vacuum where they do not know what has been the follow-through. I know anecdotally that in certain instances, Tusla has not acted as it should have when...

Topical Issue Debate: Hospital Investigations (13 Jul 2017)

Jack Chambers: ...was it that ice for lifesaving cooling treatment had to be obtained from a nearby pub and why was this not explained clearly in the internal report? Why was there a lack of adrenaline available? Why did a Garda escort have to be arranged to procure other medical devices from another hospital? Why was there contradictory evidence provided by witnesses at the coroner’s inquest? ...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Pensions: Discussion (12 Jul 2017)

Jack Chambers: .... I commend them on coming before the committee. To update the witnesses, as I said I would last week, I contacted the Department of Justice and Equality, which has referred the matter to the Garda Commissioner to get the detailed information to which Deputy O'Callaghan is referring in order that we get the cost and the numbers and hopefully, present a case that delivers something for...

Written Answers — Department of Justice and Equality: Garda Deployment (23 May 2017)

Jack Chambers: 130. To ask the Tánaiste and Minister for Justice and Equality the number of gardaí deployed at Blanchardstown Garda station for each of the past ten years; her plans to address the understaffing at the station; and if she will make a statement on the matter. [24524/17]

Select Committee on Justice and Equality: Criminal Justice (Victims of Crime) Bill 2016: Committee Stage (17 May 2017)

Jack Chambers: It states "shall offer". It does not talk about identifying or triaging a person or anything like that. It requires the garda to offer the services "where relevant".

Select Committee on Justice and Equality: Criminal Justice (Victims of Crime) Bill 2016: Committee Stage (17 May 2017)

Jack Chambers: The Minister of State is concerned that some members of the Garda may not be sufficiently qualified to triage people as to whether they require specialist services, which could create a problem. However, the amendment could be kept as it stands if the words "in consultation with" were added and if it read:... shall offer the victim information relating to the following: (a) services...

Select Committee on Justice and Equality: Criminal Justice (Victims of Crime) Bill 2016: Committee Stage (17 May 2017)

Jack Chambers: ...can have a right to a replacement when that occurs. Whatever way that is worded in an amendment for Report Stage, it should happen because we will be leaving a procedural vacuum. Of course, the Garda probably would, might and should to do this but if it is not in the law, the force does not have an obligation to do so. Is the Minister of State aware of other legislation whereby there is...

Written Answers — Department of Justice and Equality: Performance Management Systems (16 May 2017)

Jack Chambers: 131. To ask the Tánaiste and Minister for Justice and Equality the specific objectives and criteria set between her Department and the then Garda Commissioner that had to be met for performance-related awards to be paid to senior gardaí as part of the scheme run by the committee for performance awards for the years 2003 to 2007, inclusive; and if she will make a statement on the...

Written Answers — Department of Justice and Equality: Performance Management Systems (16 May 2017)

Jack Chambers: 132. To ask the Tánaiste and Minister for Justice and Equality the key performance indicators that were utilised or considered by her Department and the then Garda Commissioner that had to be met for performance-related awards to be paid to senior gardaí as part of the scheme run by the committee for performance awards for the years 2003 to 2007, inclusive; and if she will make a...

Report of the Fennelly Commission: Statements (12 Apr 2017)

Jack Chambers: ...said, it is important to look at how the future legislative framework is structured in the context of the new and different policing framework that we have. There is the Policing Authority, the Garda Inspectorate, GSOC and senior management in the force. We need to listen to what the AGSI has said about the number of bodies and agencies with which it is dealing. It is important that the...

Vote 41 - Policing Authority (Revised)
(12 Apr 2017)

Jack Chambers: I thank the Tánaiste for coming into the justice committee. My first question is on salary, wages and allowances. I welcome the pay increases, particularly for new garda recruits, who are on disgraceful entry rates. It was a very regressive decision by the previous Government. What are the Minister's projections for this moving forward? With new negotiations ongoing, does the...

(12 Apr 2017)

Jack Chambers: It has to be reflected in the budgetary allocation. It should be increased year on year. If there is an apparent political focus on training and development in the Garda, it should be reflected in an increased budgetary allocation. Even if it is the same, as far as I am concerned, it is not good enough. The Minister will come back to the committee on that point.

(12 Apr 2017)

Jack Chambers: The fact there is uncertainty around this is a significant concern for the ordinary rank and file in An Garda Síochána. They should be presented with increased allocations for what is a significant issue for them. We are trying to improve supervision, management ability and capacity within the force and as of now we are not sure about the specific subhead and the allocation for...

Jack Chambers: ...management will determine whether public opinion, perception and satisfaction levels improve. A matter that relates to the Department is affecting many people who are seeking jobs, namely, Garda vetting. Work on e-vetting has been progressed in several areas, but there must be improvement this year. What can the Tánaiste do from a budgetary perspective to ensure that the vetting...

Reform of An Garda Síochána: Motion [Private Members] (11 Apr 2017)

Jack Chambers: I thank my colleague, Deputy Jim O'Callaghan, for bringing forward the motion. It is clear from our interaction with the Garda Commissioner last week that we have yet to receive answers to the simple questions we posed. We received an excellent description from her of what the problem was. We also heard descriptive language about apologies, mistakes, wrongdoings, unacceptability and...
